Are you a collaborative construction professional passionate about improving our watersheds, stormwater quality, and reducing flooding through the delivery of innovative and sustainable stormwater capital improvement projects?

This position performs construction administration and contract management work for the Stormwater Construction Branch within the Utilities Design and Construction Division. Operates in a fast-paced construction management environment requiring independent coordination of procurement, contract administration, documentation, and project support activities across multiple concurrent assignments and deadlines.

Utilities Design and Construction Division is responsible for managing the bid advertisement, contract award processes, and overseeing all aspects of construction contract management for transportation projects and stormwater projects including inspection, testing, code compliance, warranty, and project closeout.

Note: This role is part of the Stormwater Construction Branch, based at the Fairfax County Government Center, located at 12000 Government Center Parkway, Fairfax, Virginia. Multiple positions will be filled through this announcement. This position may be eligible for telework following a designated introductory period.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university with a bachelors degree in civil engineering, landscape architecture, environmental or life sciences, construction management, business administration, facilities management or related; plus, one year of experience in construction, building maintenance projects, code enforcement or inspection work, depending on the assigned program area.

BRIDGE CLASS EMPLOYMENT STANDARDS:

Five years of increasingly complex supervision, inspection or contract oversight experience in construction, maintenance or a related technical area. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing five years of increasingly complex experience in the area of building inspections, trades/maintenance/construction supervision or construction and maintenance contract oversight or supervision. The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce from the trades supervision, paraprofessional technical, inspection and related fields to professional level project management work.

CERTIFICATES AND LICENSES REQUIRED:

  • A valid drivers license.
  • DEQ Erosion and Sediment Control Inspector Certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
  • DEQ Stormwater Management Inspector certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.

Additional Work Schedule Requirements: May be required to work evening shifts and on Holidays.

PREFERRED QUALIFICATIONS:

  • Experience preparing, coordinating, or administering bid advertisements, procurement documentation, contract documentation, or contractor correspondence for construction, utility, transportation, stormwater, or public works projects.
  • Experience maintaining project records, databases, logs, schedules, contract documentation, project closeout documentation, or administrative project files for construction or public works projects.
  • Experience reviewing and coordinating contractor submittals, insurance documentation, bonds, permits, safety documentation, procurement documentation, or project closeout activities.
  • Experience supporting construction administration activities including contractor coordination, documentation management, permit tracking, payment documentation, or project support functions.
  • Proficiency reading, reviewing, and interpreting construction plans, specifications, contract documents, or technical project documentation.
  • Experience drafting, reviewing, editing, or issuing formal contractor correspondence, procurement documentation, project communications, guidance documents, or administrative construction-related documentation.

PHYSICAL REQUIREMENTS:

Ability to hear normally in order to recognize backup alarms of the construction equipment. Ability to safely walk across uneven terrain in performing field investigations, measurements, and onsite meetings for Stormwater construction projects including stream restorations, stormwater basins, dredging, storm drainage, and other similar installations. Must be able to physically negotiate rough terrain and typical construction sites. Must be able to produce handwritten and typed documents. All duties performed with or without reasonable accommodations.
