Overview:
Ramos Consulting Services, now a part of Colliers Engineering & Design, is actively hiring an Assistant Construction Manager to perform a variety of professional engineering tasks in both field and office settings. The Assistant Construction Manager supports the administration of the program’s construction contracts and assists in reviewing the work of the Authority, State, and Contractors in accordance with the applicable Construction Manual and governing specifications. Working under the guidance of senior leadership, the Assistant Construction Manager monitors the progress of work to help assure compliance with contract documents. This includes assisting in the progressive monitoring of materials and methods used, as well as the inspection of finished products. The Assistant Construction Manager helps ensure appropriate measurement and documentation for payments and maintains project records in accordance with departmental policies. Additionally, this role supports the pro-active review of contract documents to help identify and prepare necessary change orders to resolve field conflicts.
Responsibilities:
- Supports the safety of Authority, State, and Contractor employees, as well as the traveling public, by observing contractor operations and traffic conditions and reporting necessary corrective actions to senior staff.
- Assists in reviewing contractor operations for compliance with OSHA regulations.
- Maintains complete, accurate, and timely contract records pertaining to construction progress, job expenditures, and work order balances in accordance with State and Federal regulations.
- Assists in conferring with contractors regarding compliance with plans, quality of work, and daily construction activity.
- Performs field inspections of contractor’s work to support determinations of compliance with plans, specifications, special provisions, and utility agreements.
- Prepares and reviews daily inspection reports to document the Contractor’s activities.
- Maintains accurate project records and ensures compliance with departmental policies and procedures.
- Calculates and documents field quantities for payment purposes.
- Assists in documenting the as-built condition of the constructed facility.
- Supports the monitoring of project schedules and budgets and assists in reporting status to leadership.
- Assists the Authority in project management tasks to maintain quality, schedule, and budget goals.
- Assists in the preparation of contract change orders for alterations, deviations, or additions to the plans and specifications.
- Conducts research and gathers data to help develop solutions for field conditions necessitating a contract change order.
- Assists in reviewing CPM schedules and identifying potential project risks.
- Maintains a project daily diary of pertinent activities and discussions regarding the progress of the contractor's work.
- Supports the resolution of contractor disputes by gathering necessary documentation and background information in a timely manner.
- Assists in preparing draft claim reports for Vendor/Contract Management when required.
- Ensures general conformance with all Program contract documents.
Qualifications:
- Bachelor’s degree in Civil Engineering.
- Engineer-in-Training (EIT) certification is preferred; progress toward a Professional Engineer (PE) license is a plus.
- Approximately 5+ years of experience in Construction Management or Engineering, ideally within Heavy Civil Engineering projects.
- Experience working on Public Works or large-scale infrastructure projects.
- Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.
Compensation: $145,000 to $170,000 per year (depending on qualifications)
