Minimum Qualifications
Bachelors degree. A minimum of six years of progressively responsible managerial experience in Information Technology, Digital Strategy, Operational Technology Integration, and/or Spatial Business Intelligence and data management are required. Applicants qualifying for employment with the Miami-Dade Aviation Department will be subject to extensive security screening, including but not limited to fingerprint checks, employment verification, and such other procedures as may be mandated by federal law. The security clearance required by federal law is a continuing condition of employment.

The Miami-Dade Aviation Department (MDAD) seeks an accomplished, forward-thinking executive leader to serve as Assistant Director, Aviation (Transformation & Innovation). Reporting directly to the Director of the Miami-Dade Aviation Department, the incumbent will provide executive leadership and strategic direction for MDAD's digital transformation, innovation, spatial intelligence, Private Wireless Network (PWN), Common Data Environment (COE), Aviation Spatial Business Intelligence (ASBI), and emerging technology initiatives. The Assistant Director will establish and execute an airport-wide digital strategy that advances airport modernization, operational excellence, data-driven decision-making, resilience, and long-term competitiveness.
The incumbent will lead a multidisciplinary workforce and serve as a strategic bridge between technology and business operations, driving technology integration across airport divisions. Responsibilities include overseeing geospatial information systems (GIS), digital twins, spatial analytics, real-time operational intelligence (IoT), operational technology (OT), wireless connectivity, data governance, and business intelligence initiatives.
The Assistant Director will set priorities, allocate resources, develop performance measures, oversee technology modernization portfolios and capital investments, and ensure that technology and data initiatives align with operational needs, strategic objectives, fiscal resources, regulatory requirements, and aviation standards. The position will also oversee major technology vendors, consultants, systems integrators, contracts, and strategic partnerships.
The Assistant Director will establish and enforce aviation policies, governance frameworks, data standards, and compliance requirements while advancing organizational change and the adoption of new technologies, systems, and processes. The incumbent will collaborate with executive leadership, MDAD divisions, Miami-Dade County departments, the Federal Aviation Administration (FAA), industry partners, and technology providers to promote interoperability, operational resilience, and continuous improvement. The successful candidate will demonstrate exceptional executive leadership, strategic planning, innovation, communication, fiscal and program management, change management, and relationship-building skills, with a proven ability to lead complex, multidisciplinary initiatives in a large, highly regulated environment.
