Introduction\n \nThe Maryland Public Service Commission has a position\navailable for an Assistant Director in the Electricity Division.\ufffd\nThis is an "at will" position which serves at the pleasure\nof the Appointing Authority (the "Commission").\n\n \nGRADE\n \n21 \n\n \nLOCATION OF POSITION\n \n6 Saint Paul St., 17th Floor Baltimore, MD 21202\n\n \nMain Purpose of Job\n \nThe Maryland Public Service\nCommission (PSC), an independent regulatory agency, is seeking a skilled and\nmotivated Assistant Director to join its Electricity Division. We are\nresponsible for the regulatory oversight of Maryland's electric utilities, ensuring\nthat Marylanders have access to safe, reliable, and affordable electricity\nservices while advancing the State's clean energy goals.\n\ufffd\nThis is a unique and impactful\nopportunity to apply your economic and technical expertise in public service.\nYou will directly contribute to the Commission's mission by analyzing issues\nrelated to electricity generation, transmission, distribution, and emerging\nenergy technologies.\n\ufffd\nThe PSC's Electricity Division\nis at the forefront of navigating the evolving energy landscape. We address\ncritical issues such as utility rates, grid modernization, renewable energy\nintegration, competitive electricity markets, electric vehicle infrastructure,\nand energy storage. As an Assistant Director, you will:\n\u25cf Conduct in-depth economic\nand financial analyses of utility proposals, rate cases, and policy\ninitiatives.\n\u25cf Develop and present expert\ntestimony in formal Commission proceedings.\n\u25cf Analyze electricity market\ntrends, resource planning, and the economic impacts of regulatory decisions.\n\u25cf Contribute to the\ndevelopment of innovative policies that balance economic efficiency, consumer\nprotection, reliability, and environmental sustainability in the electricity\nsector.\n\u25cf Assist the Division Director\nin the supervision of junior economists; this includes conducting performance\nevaluations as well as leading or guiding junior economists in the preparation\nof their expert testimony, comments or other work assignments.\nYour work will be\nintellectually stimulating, fast-paced, and crucial to Maryland's economy, its\nresidents, and the environment. We are looking for candidates with a strong\nanalytical foundation, a commitment to public service, and the ability to\ntackle complex economic challenges in the dynamic electricity industry.\n\ufffd\n\ufffd\nPOSITION DUTIES\nThe Assistant Director in the\nElectricity Division provides expert economic analysis and support to the\nCommission. Your core responsibilities will include:\n\u25cf Performing detailed economic\nand technical, statistical, and financial analyses of electric utility rate\napplications, including cost of service, rate design, cost of capital, and\nrevenue requirements.\n\u25cf Evaluating the economic and\ntechnical aspects of utility investments in grid modernization, renewable\nenergy projects, energy efficiency programs, and other infrastructure.\n\u25cf Preparing and presenting\nexpert written testimony and oral presentations in Commission proceedings and\nwork groups.\n\u25cf Analyzing wholesale and\nretail electricity market operations, including competitive solicitations and\nmarket power issues.\n\u25cf Conducting research and\npolicy analysis on emerging energy technologies and regulatory frameworks\n(e.g., distributed energy resources, energy storage, electric vehicles,\nmicrogrids).\n\u25cf Developing and utilizing\neconomic models for forecasting, cost-benefit analysis, and impact assessment.\n\u25cf Collaborating with\ninterdisciplinary teams of attorneys, engineers, accountants and other\ntechnical staff.\n\u25cf Reviewing and providing\nrecommendations on proposed legislation and regulations affecting the\nelectricity industry.\n\u25cf Monitoring compliance with\nCommission orders and rules related to economic and market issues.\n\u25cf Representing the Electricity\nDivision as a member in working groups tasked with developing rules, reports,\nagreements, or other functions which support Maryland's energy markets.\n\u25cf Assisting the Division\nDirector in mentoring and training regulatory analysts in performing similar\ntasks and assisting the Division Director in managing the Division's workflow,\nsupervising regulatory analysts, and editing and reviewing their work products.\n\n\n\n\nThe Assistant Director is\nexpected to contribute to analyses that have a significant impact on Maryland's\nelectricity sector and its stakeholders. The PSC is committed to professional\ndevelopment and offers opportunities for growth and advancement.\n\n \nMINIMUM QUALIFICATIONS\n \nEducation: a bachelor's degree from an accredited college\nor university in Business, Economics, Engineering, Environmental Studies,\nFinance, Statistics, Mathematics, Public Policy, or a closely related field. \nExperience: Three years of relevant professional experience\nin economic analysis, preferably in the energy sector, utility regulation, or a\nrelated field.\n\n \nDESIRED OR PREFERRED QUALIFICATIONS\n \nDESIRED OR PREFERRED QUALIFICATIONS:\nAn Assistant Director with a passion for energy policy,\nstrong analytical capabilities, and a desire to work in public service.\ufffd The PSC welcomes experienced applicants with\nstrong leadership skills.
