Primary Purpose of the Organizational Unit

The Office of Research Compliance and Integrity (ORCI) located in the Division of Research and Engagement at the University of North Carolina at Greensboro is responsible for the oversight of research integrity and compliance matters in the areas of: ethical conduct of human and animal research, responsible conduct of research, biosafety, federal and state regulations, export control and international travel or collaboration policies, external professional activities, conflicts of interest and commitment, and security.

Position Summary

Reporting to the Director of ORCI, the Assistant Director for Research Compliance provides leadership and oversight for compliance operations within the office. The Assistant Director for Research Compliance will be a subject matter expert for research integrity matters, with primary responsibilities for Export Control, Institutional Animal Care and Use Committee (IACUC) and Institutional Biosafety Committee (IBC). The position also supervises the Conflict of Interest and Commitment Officer. As the Export Control Officer, they ensure procedures adhere to regulatory requirements while also designing processes to assist faculty and staff with their understanding of export control regulations. They will review and interpret policy and provide guidance to the IACUC and IBC committees. The position will implement policies and procedures that support a culture of research compliance and ethics while continuing to assure adherence to federal, state, and local regulations and policy.

Minimum Qualifications

  • Relevant post-Baccalaureate degree required; for candidates demonstrating comparable independent research productivity or professional-level background in sponsored research administration, will accept a relevant undergraduate degree and 3 or more years of relevant experience in substitution.
  • Applicants must have experience working in a higher education environment.
  • Applicants must be able to independently review COI Disclosures and make decisions related to approval or review by the committee.
  • Applicants must understand export controls, the IACUC and the IBC and effectively apply the knowledge.

Additional Required Certifications, Licensures, and Certificates Preferred Qualifications

  • Master's degree or Juris Doctorate.
  • Excellent communication and interpersonal skills.
  • Experience assessing compliance risks in a university.
  • Demonstrated ability to work effectively at all levels in a university setting and as a team member.
  • Ability to supervise and mentor others.
  • Ability to approach problems and decisions analytically.
  • Experience analyzing, writing, implementing, and explaining policies and procedures.
  • Knowledge of the Cayuse system and other electronic research administration systems.

Export Control

Essential Tasks

  • Perform restricted party screenings, shipping, and travel reviews.
  • Oversee and advise faculty, staff, and students in export forms and documents and provide regulatory interpretation of the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR) and Office of Foreign Assets Control (OFAC) regulations.
  • Manage the storage of all relevant export documentation according to UNCG policy and federal guidelines.
  • Serve as liaison to other University offices supporting international activities.
  • Submit license applications on behalf of the University.
  • Develop and maintain university export policy and website content.
  • Engage with Federal Offices as necessary for annual or other reporting.

Percentage Of Time 25% Key Responsibility

IACUC (Institutional Animal Care and Use Committee)

Essential Tasks

  • Oversee and advise faculty, staff, and students in the completion of IACUC submissions and provide regulatory interpretation of local and federal policies that pertain to IACUC submissions.
  • Manage all IACUC submissions and serve as the first reviewer for IACUC protocols to ensure accuracy, ethical congruity, compliance with federal, state, and institutional regulations and procedures.
  • Administers post approval monitoring audits for IACUC protocols, in collaboration with the Vivarium manager and the attending veterinarian.
  • Serve as primary point of contact for the Office of Sponsored Programs & Contracts & Grants Accounting with authority to confirm/deny eligibility for releasing funds to principal investigators.
  • Develop and maintain University IACUC policy and website content.
  • Manage collection of data and submission for federal reporting and annual updates.

Percentage Of Time 20% Key Responsibility

IBC (Institutional Biosafety Committee)

Essential Tasks

  • Oversee and advise faculty, staff, and students in the completion of IBC submissions and provide regulatory interpretation of local and federal policies that pertain to IBC submissions.
  • Administers post approval monitoring audits for IBC program, including the receipt/processing of complaints and/or adverse events.
  • Oversee all IBC submissions and state and institutional regulations and procedures and then assign to a scientific reviewer.
  • Develop maintain University IBC policy and website content.
  • Manage required annual IBC registration through NIH.

Percentage Of Time 10% Key Responsibility

Training and Education

Essential Tasks

  • Develop and conduct Export Control training sessions for faculty, staff, and students.
  • Conduct training sessions for all IACUC and IBC committee members to keep them abreast of current and new regulations and policies.
  • Consult individually with faculty, staff, and researchers as needed.

Administrative

Essential Tasks

  • Manage coordination of the IACUC and IBC meetings, recording of minutes, manage the storage of all relevant IACUC and IBC documentation according to UNCG policy and federal guidelines, and finalize submission approvals through the electronic IACUC and IBC management system.
  • Coordinate and provide guidance for IACUC semi-annual inspections.

Supervision and Other Duties

Essential Tasks

  • Supervises the Conflicts of Interest and Commitment Compliance Officer. Provides training, performance evaluation and professional development for the position.
  • Attends regional and national meetings/conferences to bring information to ORCI stakeholders.
