Motlow State is located in the beautiful rolling hills of middle Tennessee and has four campuses that serve students from eleven counties. General Function:
Supports the Executive Director of Human Resources (EDHR) in overseeing daily Human Resources operations, including implementation of HR policies and coordination of recruitment, employee relations, benefits, training, and other core HR functions. Assists in ensuring effective, compliant, and service-oriented HR practices aligned with institutional goals and employment laws.
Minimum Qualifications:
Bachelor’s degree earned from a regionally accredited institution in Human Resources, Business Administration, or related field and at least five (5) years of professional HR experience, with at least two (2) years in a generalist, coordinator, or supervisory role.
Preferred Qualifications:
Master’s degree earned from a regionally accredited institution in Human Resources or related field and at least five (5) years of professional HR experience in higher education or public sector HR, with at least two (2) years in a generalist, coordinator, or supervisory role including experience in implementation of ERP systems, assisting with investigations and workplace training initiatives and active Human Resources certification (SPHR, PHR, SHRM-SCP, SHRM-CP).
Major Duties and Responsibilities:
- Provide leadership, direction, guidance, training, and oversight for assigned HR staff and programs. Assists EDHR with budget management, and policy formation for the Human Resources unit
- Coordinate recruitment processes including job postings, applicant tracking, interview scheduling, and candidate communications. Work with hiring managers to ensure equitable and efficient hiring practices.
- Provide guidance to employees and supervisors on workplace issues. Support conflict resolution efforts, help administer corrective actions, and promote a respectful, productive work environment.
- Administer employee benefits programs, including health insurance, retirement plans, and leave programs (FMLA, paid time off, etc.). Serve as a point of contact for benefits inquiries and open enrollment. Coordinate employee benefits communication and enrollment support.
- Facilitate a comprehensive onboarding for new hires and exit processes for departing employees. Ensure required documentation is completed, orientation materials are delivered consistently, and follow-up is conducted to ensure employee acclimation to the organization.
- Assist with fact-gathering, documentation, and communication related to workplace investigations. Draft investigative reports including findings and recommendations. Ensure confidentiality and accurate recordkeeping throughout the process. Assist the EDHR with documentation and implementation of approved resolutions or corrective actions.
- Provide administrative and coaching support to departments during the performance review process. Help track evaluations and identify training or improvement needs.
- Assist with the planning, coordination, and delivery of professional development, technical and compliance training. Help assess training effectiveness and identify emerging employee learning needs.
- Help implement and communicate HR policies and ensure consistency in their application. Draft policies, procedural guides, and resources for employees and supervisors.
- Assist with the administration of classification and compensation programs, including conducting job analysis, reviewing and evaluating position descriptions, assisting with pay setting and salary recommendations, and supporting compensation plan development and maintenance. Ensure positions are classified consistently and in alignment with institutional policies, internal equity, market data, and applicable compensation guidelines. Provide guidance to supervisors and employees regarding compensation practices, reclassification requests, and position management processes.
- Support the administration, implementation, maintenance, and continuous improvement of Human Resources Information Systems (HRIS), HCM, payroll, and related ERP modules. Assist with HRIS implementation projects, system upgrades, testing, data validation, troubleshooting, and transition activities related to new or upgraded HR technologies.
- Ensure accurate and up-to-date personnel records in accordance with legal and institutional requirements. Assist with audits and data reporting as needed.
- Recommend and implement improvements to HR procedures, documentation workflows, and customer service practices. Identify opportunities to streamline operations and enhance service delivery. Assist in implementation and maintenance of HCM and payroll modules of ERP system.

Knowledge, Skills and Abilities:
- Thorough knowledge and understanding of employment laws (e.g., FMLA, FLSA, EEO) and HR standards.
- Ability to ensure institutional compliance and consistent application of HR policies across departments
- Strong interpersonal and mediation skills to support employee relations, provide guidance on workplace issues, and help administer corrective actions.
- In-depth understanding of employee benefits programs, retirement plans, and leave laws.
- Accurately administer benefits and serve as a knowledgeable point of contact for employees, ensuring clarity and support.
- Ability to assist in planning, coordinating, and evaluating professional development and compliance training programs.
- Draft clear, accessible guides and resources to support employees and supervisors in understanding HR processes and protocols.
- Ability to assist in planning, coordinating, and evaluating professional development and compliance training programs.
- Ability to communicate complex HR policies clearly and diplomatically, and build strong relationships with stakeholders across campus.
- Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.
- Collaborate and communicate effectively, both in writing and verbally, with college officials, fellow employees, and other stakeholder’s on matters pertinent to the college
- Ability to conduct research, develop professional reports and make presentations of reports and research results to Executive and management staff.
