Under the administrative direction of the Director of Parks, Recreation & Tourism, assists in planning, directing, and evaluating the operations, programs, services, and administrative functions of the Parks, Recreation & Tourism Department. Provides executive leadership for departmental divisions through the supervision of division leadership; oversees budget administration, contract management, capital improvement projects, strategic initiatives, and performance measurement; coordinates activities with other City departments, community organizations, and external agencies; provides complex administrative support to the Director; serves as Acting Director in the Directors absence; and performs other related duties as assigned.

Duties

  • Manages and reviews departmental contracts and agreements to include purchasing contracts, service agreements, license and rental agreements, management agreements and other documents pertaining to the operation of the Parks system. Coordinates Be Well Baytown initiatives, including project oversight and reporting.
  • Identifies potential funding opportunities, to include grants, donations, and community support. Creates or reviews funding proposals and manages projects once funded. Finds, communicates with, and manages payments and recognition of Sponsors.
  • Monitors the budgets for Parks, Recreation, & Tourism divisions. Assists with Bayland Island budget. Monitors ongoing implementation of the budget within each division.
  • Oversees the operation and overall aesthetics of the Parks, Recreation, & Tourism facilities, including the community centers, parks, pavilions, sports complex, and aquatic facilities, and assists with overseeing the maintenance programs.
  • Directs and oversees the departments division managers by providing leadership, coaching, performance management, employee development, and disciplinary oversight. Oversees hiring and performance evaluations while fostering collaboration, accountability, and operational excellence across all divisions.
  • Assists the Director with preparation for meetings with City Council, Parks & Recreation Advisory Board, other boards, commissions, professional organizations, and community / civic associations. Oversees the project management, design, and printing of the annual report.
  • Reviews the marketing and promotion of the department to include advertisement, articles, press releases, and promotional materials, to include radio, cable and print media advertising for all of Baytown Parks, Recreation, & Tourism amenities.
  • Implements the overall vision for Envisio metrics of all Parks, Recreation, & Tourism Department data.
  • Performs all other related duties as assigned.

Minimum Qualifications

Required:

  • Bachelors degree from an accredited college or institution in Parks, Recreation & Tourism, or a related field.
  • Seven years of experience in a professional level related role with three of those years in progressive management.
  • Valid driver's license with an acceptable driving record (must obtain TX driver's license within 90 days). Must possess and maintain the appropriate drivers license required to perform the essential functions of the position.

OR

  • An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.

Preferred:

  • National Playground Safety Institute Certified Playground Inspector.
  • Registered member of the Texas Recreation and Park Society.
  • Experience writing grants and administering contracts.

Knowledge, Skills and Abilities

Knowledge of the principles and practices of parks, recreation, tourism, public administration, budgeting, contract administration, project management, and municipal operations. Ability to effectively recruit, coach, supervise, evaluate, and discipline employees while fostering accountability and teamwork. Ability to develop and monitor budgets, administer contracts and grants, analyze data, and manage multiple priorities. Ability to communicate effectively, both orally and in writing, and establish positive working relationships with elected officials, advisory boards, City staff, community organizations, contractors, and the public. Proficient in Microsoft Office and other business and departmental software applications.
