GENERAL DESCRIPTION

The Assistant Director of RCACP is responsible for providing direction and oversight for the daily operation of the shelter. Performs complex, and senior-level administrative work requiring planning, organizing, and directing resources, both financial and employee-related, to ensure that the shelter adheres to all federal, state, and local policies and requirements as they pertain to animal sheltering and care. The Assistant Director works closely with the Executive Director in preparing and managing the annual budget, providing cost-saving measures and overseeing capital improvement projects, as needed. Implements strategic decisions using sound judgment and comprehensive knowledge of state and federal laws governing shelter operations and compliance, ensuring the overall care for the animals.

ESSENTIAL JOB FUNCTIONS

~ Provides direct supervision and oversight to the shelter managers and assigned staff for the daily operation of the shelter, including animal care and on-site receiving and disposition of shelter animals.

~ Makes euthanasia decisions as needed and provides leadership and guidance to staff in the absence of the Executive Director.

~ Oversees hiring of staff as a hiring manager and coordinates new employee orientation and shelter training with shelter managers. Ensures that daily staffing levels are sufficient to safely provide adequate animal care.

~ Manages, coaches, and performs timely performance evaluations for shelter managers, as well as provides constructive input for staff evaluations.

~ Assists the Executive Director with new and ongoing projects of the shelter, including RVTV productions, social media campaigns, and multiple, concurrent grant projects.

~ Prepares the annual budget with Executive Director and develops budget presentation to the Executive Board of Directors. Monitors and manages budget activities throughout the year providing forecasting predictions based on current spending and informing Executive Director of any concerns or trends based on sound data.

~ Ensures and monitors that all animal custody records are accurate, complete, and maintained for all housed animals in accordance with applicable policies, procedures, and regulations from the Virginia Department of Agriculture and Consumer Services (VDACS). Compiles data from the shelter and the City of Roanoke Animal Wardens to complete the required annual VDACS animal custody report each January.

~ Prepares and provides monthly animal statistics and financial reports for review by the Fiscal Affairs Committee, and Executive Board of Directors, and for insertion in quarterly Executive Board of Directors meeting agenda packets.

~ Reviews existing internal shelter policies and procedures pertaining to VDACS, OSHA, Virginia Department of Labor, Virginia Board of Pharmacy, and the United States DEA. Develops and implements new policies as needed based on legislative or regulatory updates. Works closely with Human Resources and Finance to resolve workers' compensation claims.

~ Creates purchase orders and processes invoices using the County DAX Financial software and reviews all credit card expenditures as the RCACP Credit Card Submitter for all cardholders.

~ Serves as RCACP FOIA Officer and responds to requests promptly under the guidance of the County Attorney's Office.

~ Serves as the Record Retention Officer and follows the Code of Virginia and County policy regarding storage and disposition of records.

REQUIREMENTS/PREFERENCES

Education:

Required: Bachelor's Degree or any other equivalent combination of education and experience, which provide the required knowledge, skills, and abilities for the job.

Experience:

Required: At least five years of experience working in an animal shelter or similar environment. Considerable experience in a management position, preferably coordinating or supervising the operation of a municipal animal shelter or similar type of business. Preferred: Supervisory and administrative experience in animal care.

Certifications/Licenses:

Required: Valid driver's license with a good driving record.

Knowledge, Skills and Abilities:

Compassionate about the humane treatment and medical care of animals. Possess general knowledge of management of an animal shelter, humane organization, animal care facility, or other similar business. Has general knowledge of techniques for effective supervision and the ability to gather facts and make appropriate decisions. Demonstrates strong written and verbal communication skills. Thorough knowledge of budgetary practices and basic accounting principles. Exhibits strong interpersonal relationship skills, including the ability to build alliances with community organizations, and agencies, and to communicate effectively to motivate staff. Ability to compile and analyze data and prepare reports. Proficient in Microsoft software and other computer applications. Promotes a culture of exceptional customer service, emphasizing rapid response, empathy, and effective resolution.

Supervisory Responsibilities:

Supervises the operational staff of the RCACP and assumes leadership of the shelter in the absence of the Executive Director, as designated.

Additional Requirements:

Subject to a complete criminal history background search with acceptable results. Must maintain a neat professional appearance consistent with company policy. Due to the nature of this role, candidates must have a current rabies vaccination or be willing to obtain one upon hire at no cost, as mandated by Roanoke County.
