SOCORRO INDEPENDENT SCHOOL DISTRICT Department of Human Resources JOB DESCRIPTION Job Title: Assistant Director of Special Education Salary Block : 106 Reports To: Director of Special Education Terms of Employment : 226 Days Exemption Status : Exempt Primary Purpose: The primary duties of this employee are to assist the Director of Special Education in establishing and providing the highest quality education for all Special Education and Section 504 students providing them with opportunities for college and career readiness. The Assistant Director of Special Education assists the director in providing special education leadership at the district level, ensuring that the district adheres to Special Education policies and legal guidelines. Qualifications: Education/Certification: • Master's Degree • Special Education Certificate • Valid Texas Driver's License Special Knowledge/Skills: • Demonstrated leadership experience, to include managing personnel and coordinating district functions • Demonstrated expertise and knowledge in Special Education law, to include federal, state and local guidelines/policies • Proven ability to interpret policy, procedures and data • Demonstrated knowledge and leadership in the use of evidence- based practices Experience: • Five (5) years' experience in Special Education Major Responsibilities and Duties: 1. Guides and supports campus team in ARD Committee meetings and Section 504 committee meetings. 2. Participates in and guides campus and district level administrators in resolution of legal issues to special education services and Section 504. 3. Implements and ensures compliance with the policies, standards, and objectives established by the Board of Trustees, district administration, Texas education Agency, and Office of Special Education Programs. 4. Recommends revisions to the instructional program and service delivery models to effectively meet the needs of students served in the special education program. 5. Coordinates and manages the Extended School Year program for students with disabilities. Supervises, administers, updates and manages the special education and Section 504 data management system in order to maintain compliance with special education documentation. 7. Provides and coordinates technical assistance to campus and district personnel on the Section 504 and special education data management system. 8. Research district data and prepares reports submitted to TEA regarding the evaluation of the district's efforts to implement the requirements and purposes of the Individuals with Disabilities Act of 2004 (IDEA 2004), Section 616(b) (State Performance Plan Indicators 7,11,12). 9. Effectively utilizes the district's appraisal system to perform yearly evaluations of staff members supervised, including Occupational therapists, Physical Therapists, Speech Therapists and other related service providers and clerical staff. 10. Ensures that supervisory and appraisal procedures are appropriately documented and implemented. 11. Coordinates the selection of personnel, to include interviews, assignments and orientation. 12. Participates in task force and advisory councils to ensure continuous improvement of special education. 13. Assists in relevant staff development in the area of special education for district personnel. 14. Assists the Director of Special Education in developing district guidelines for the provision of services to eligible students. 15. Assists in revising necessary policies and/or procedures for the provision of Special Education and Section 504 programs. 16. Provides input into the preparation of the district budget. 17. Assists the Director of Special Education in approving extra duty pay and requisitions. 18. Works collaboratively with district personnel and others in the resolution of grievances and hearings related to special education students. 19. Coordinates, secures contracts with private service providers and manages all requests for independent educational evaluations. 20. Participates in professional organizations and disseminates ideas and information to other professionals. 21. Assists with parent and local community agency involvement in the educational process. 22. Establishes and maintains parent partnerships through advisory councils and parent support groups. 23. Performs duties in a professional, ethical and responsible manner. 24. Follows effective verbal and written communication with all stakeholders. Forms of communication may include but are not limited to phone calls (cell phone and land line), email, memos, newsletters, etc. 25. Upholds and adheres to safety rules and policies of the SISD safety program. 26. Supports the goals and objectives of the school district and follows all district policies. 27. Demonstrates the ability to attend work on a regular and routine basis to avoid disruption to district operations. 28. Support the district's social media efforts that highlight the hard work of our students and staff as well as increase communication with all stakeholders. (i.e. direct your Twitter followers to newspapers, TV segments, and Twitter posts that feature campus and district accomplishments/news). 29. Demonstrates a high level of independent, ethical, and professional conduct. 30. Performs other duties as assigned by the appropriate supervisor. 31. Provides optimal customer service to all students, employees, parents, community members and any other stakeholders of the district.
