Summary: Under the direction of Director of Utilities. The Assistant Director of Utilities - Operations will supervise all aspects of Parish Government water and wastewater utility operations and report to the Director the status thereof. Supervise, direct and coordinate with Utilities Supervisors on their respective daily operations and capital improvements projects.

  • Manage utility operations including:

  • Coordinate with other Parish Government departments, including their respective Directors, to ensure proper inter-departmental coordination in the furtherance of Parish utility operations including, but not limited to, those departments dealing with emergency operations, facilities management, vehicle maintenance, personnel, purchasing, legal issues, contracts, road and drainage capital improvements projects, development

  • Coordinate with other municipal government officials on utility related matters, joint projects, interconnections, etc.

  • Coordinate with Supervisors concerning the response to any incident or field emergency situation, the result of which may put at risk the protection of public health and the environment

  • Coordinate with developers, builders, customers, vendors and other outside contractors concerning the provision of water and sewer services

  • Manage utility planning and projects:

  • Work with the Director, Engineer, Supervisors and the Assistant Director of Utilities-Administration to develop, administer and maintain capital and operating budgets associated with Parish water and wastewater utility operations

  • Assure that Utilities field purchases and use of all materials and equipment are consistent with budget and are reasonable and necessary to department operations.

  • Manage personnel evaluation and development, coordinate with the Supervisors concerning the conducting, review and completion of all annual personnel evaluations

  • Oversee and coordinate the development, review, signature and delivery of all required Louisiana Department of Health and Louisiana Department of Environmental Quality compliance reporting

  • Establish and implement policies, practices, and procedures for field operations as approved by the Director.

  • Supervise Field Operations Manager in his/her daily management of field operations

  • Respond to after hour calls as needed when directed by the Director of Utilities, the Parish President, the CAO, and any Parish Council Member or the Homeland Security Director

  • Regular, consistent attendance is required

  • As requested, attend public meetings, briefings, training sessions, and seminars;

  • Regular, consistent attendance is required

  • Any other duties as assigned

Competencies: Employee must be able to operate basic office equipment, office computer and software, and any other specialty equipment needed for the position. Employee must be self-motivated with the ability to operate with little supervision. Communicates effectively and has excellent customer service and interpersonal skills.

Work Environment: The incumbent works in a typical office environment but will also work in outside field areas of land which may include swampy and wet conditions. The incumbent may be exposed to wildlife and bugs in the environment.

Physical Demands: Light work. Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. Even though the weight lifted may be very little, a job is in this category when it requires a good deal of walking or standing. To be considered capable of performing a full or wide range of light work, you must have the ability to do substantially all of these activities. If someone can do light work, we determine that he or she can also do sedentary work, unless there are additional limiting factors such as loss of fine dexterity or inability to sit for long periods of time.

Required Education/Qualifications: A Bachelor's Degree in a field related to utility operations and minimum of three years of experience supervising a water/wastewater utility operation (including construction and completion of capital improvement projects) and/or four years of combined experience in inspecting, regulating and overseeing public and private water/sewer utility operations required. Applicant must be familiar with EPA, LDEQ, and LDH regulations and how they relate to providing water and sewer services to the public; Class 2 (or above) LDH Operator certification in the State of Louisiana in water distribution, water production, and wastewater collection preferred. Applicant must possess a valid Driver's License.
