Job Description

POSITION OBJECTIVE

Working with a high degree of independence under the general direction of the Director of Parking and Transportation Operations, manage the daily operations of the universitys parking and transportation programs supporting approximately 7,000 parking spaces, six parking structures, shuttle transportation services, parking enforcement activities, and special event operations. Direct operational planning, facility maintenance coordination, contractor performance, policy administration, customer service initiatives, and staff supervision to ensure safe, efficient, and customer-focused services. Support departmental financial stewardship, operational improvement initiatives, regulatory compliance, and long-range planning efforts that advance university priorities and enhance the campus experience.

ESSENTIAL FUNCTIONS

  • Direct daily parking and transportation operations to ensure efficient service delivery, effective utilization of parking and transportation assets, achievement of operational performance standards, and alignment with departmental objectives. Monitor operational activities, address service issues, establish priorities, and implement continuous improvements that enhance customer service and operational effectiveness. (25%)
  • Manage parking facilities, transportation infrastructure, access control systems, revenue control equipment, signage, and related assets. Coordinate preventive maintenance programs, inspections, repairs, and facility improvement projects to maintain safe, functional, and well-maintained parking and transportation environments. Evaluate infrastructure conditions and recommend operational and capital improvements. (20%)
  • Supervise parking and transportation staff and oversee operational activities performed by contracted service providers. Assign work, establish performance expectations, provide coaching and development, conduct performance evaluations, and ensure accountability for service quality, operational effectiveness, and compliance with departmental standards. (15%)
  • Administer relationships with parking, transportation, maintenance, towing, and other service vendors. Monitor contractor performance, review service metrics, coordinate operational activities, resolve service issues, and support contract administration to ensure fulfillment of operational requirements and service expectations. (10%)
  • Develop, implement, and administer operational policies, procedures, service standards, and compliance activities governing parking operations, transportation services, parking enforcement, customer service, and facility management. Ensure adherence to university policies, accessibility requirements, safety standards, and applicable regulatory requirements. (10%)
  • Coordinate parking and transportation logistics for major university events, performances, athletic contests, conferences, construction projects, and other special activities. Develop operational plans, coordinate staffing and traffic management strategies, manage parking allocations, and communicate with stakeholders to support successful event operations. (10%)
  • Analyze operational, maintenance, utilization, customer service, and financial data to evaluate performance, identify trends, develop recommendations, and support departmental planning and decision-making. Prepare reports, forecasts, and operational assessments that support resource allocation, service improvements, and strategic initiatives. (10%)

  • Participate in professional development activities, industry associations, and training programs to maintain knowledge of parking, transportation, and operational best practices. (1%)

CONTACTS

Department: Frequent contact with the Director of Parking and Transportation Operations, department staff, maintenance personnel, enforcement staff, and campus services leadership to coordinate operations, resolve issues, develop operational plans, and support departmental initiatives.

University: Frequent contact with faculty, staff, administrators, event coordinators, athletics personnel, facilities representatives, and other university departments to coordinate parking, transportation, construction, and event-related activities.

External: Regular contact with contractors, transportation providers, consultants, vendors, municipal agencies, law enforcement partners, and community organizations to coordinate services, manage operational activities, and address compliance and service delivery issues.

Students: Frequent contact with students to provide information, resolve concerns, explain policies, address parking and transportation issues, and enhance customer service.

SUPERVISORY RESPONSIBILITIES

Directly supervise assigned parking and transportation staff. Exercise authority to assign work, evaluate performance, recommend employment actions, provide coaching and development, and ensure achievement of operational objectives. Oversee the work of contracted service providers supporting parking, shuttle, maintenance, and transportation operations.

QUALIFICATIONS

Experience: 3 to 5 years of related experience. Prefer experience in parking operations, transportation services, facilities operations, campus services, public administration, or a related operational environment. Experience supervising staff, managing contractor relationships, coordinating complex operations, and administering operational programs highly desired. Experience within higher education or a similarly complex organization preferred.

Education: Bachelors degree in business administration, public administration, operations management, transportation management, facilities management, or a related field required.

WORKING CONDITIONS

Typical office environment with frequent visits to parking facilities, garages, transportation operations, and event locations across campus. Position requires walking throughout parking facilities, occasional work outdoors in varying weather conditions, and the ability to inspect facilities and operational areas. Occasional evening and weekend work may be required to support special events, emergency operations, and operational needs. Frequent use of computers and standard office equipment is required.

Hybrid Eligibility

This position is eligible for hybrid work arrangement up to two remote days per week at the discretion of the department. New employees may begin a hybrid schedule upon approval from the supervisor, successful completion of an orientation period and signing the remote work checklist certification form.
