The City of Norfolk's Parking Division is an enterprise fund, which falls under the Department of General Services. The Parking Division operates over 19,000 public parking spaces located in 14 garages, 12 lots and more than 500 on-street parking spaces. The Division manages approximately 14,000 monthly parking customers; approximately 4,000 Residential Parking Permit Program customers located in 23 residential areas; and provides parking programs and services for Amtrak, Carnival Cruise Line, Norfolk Admirals, Norfolk Tides, and for individuals attending over 600 special events and festivals per year.
Assists the Parking Director by contributing to the achievement of the organizations mission through efficient and effective daily operations, implementation and follow through of the Parking Division's guiding principles which are aimed at improving the organizations performance in operations and service excellence. Development and implementation of action plans designed to support comprehensive, innovative and customer-centered parking initiatives, follow up on efficiency of the operation daily and control and monitor expenses. Assists in the management and oversight of the Parking Division including the management of personnel and payroll, public relations, and community outreach, departmental administrative support, training, and special events coordination and the planning, development and implementation of special projects and/or programs. Effective communication, time management and timely project completion skills are vital.

Supervise and manage Division units by introducing industry's best practices as well as aligning operations to AGILE principles and increasing overall organizational performance and productivity.
Works directly with the Parking Director in developing the short-term and long-term strategic goals of the Parking Division in support of Citywide economic development, cultural, and quality of life initiatives.
Supervises and plans division activities by conducting and attending various meetings, assigning tasks to staff, conducting discussions on the handling of activities and assignments, and conferring with staff concerning goals and objectives.
Analyzes data related to parking usage, violations, and enforcement trends to improve operations. Oversee data creation and distribution to evaluate effectiveness of improvement through continuous monitoring of achievement levels to improve departmental performance.
Supports the creation, implementation, and enforcement of the policies and procedures that govern the division. Make exceptions to and/or modifies the division's policies and procedures based on specific situations.
Ensure a well-managed government through sound financial management practices in support of budget development and day-today financial operations.
Works closely with other internal departments to identify, evaluate, recommend, and support cost effective and innovative solutions for all aspects of the parking division's functions and operations while continuing to maintain the highest level of customer service to internal and external
customers.

Knowledge (Technical):
Parking systems in a large, complex municipal or campus system environment.
Parking operations, including permit administration, pricing models, allocation, enforcement coordination, and communications.
ADA compliance with parking facilities.
Sustainability practices, including fleet electrification, charging infrastructure, and alternative transportation.
Event parking planning and traffic management for large-scale, high-volume events.
Work Experience (Scope of Operational Responsibility)
Five years of oversight of parking operations/maintenance management experience; or an equivalent combination of education and experience.
Oversight of a parking system consisting of multiple garages and surface parking lots.
Leadership of long-term capital and infrastructure planning initiatives.
Fostering a culture of accountability, service excellence, inclusion and continuous improvement.
Leading, developing, and managing a workforce of approximately 82 FTEs.
Ability to create an environment that encourages teamwork, consensus-based problem solving, and effective diplomacy.
Demonstrated skill in coordinating and prioritizing tasks, resolving complex problems, negotiating solutions, and ensuring appropriate deployment of resources.
Excellent oral and written communication skills, including the ability to present complex information clearly and effectively to diverse audiences.
Demonstrated analytical, quantitative, and research skills.
Proficiency with Microsoft Word, Excel, and PowerPoint.
Additional Information & Requirements
Work Schedule:
Monday - Friday, 8:00AM - 5:00PM, 40 hours per week
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
