About the Department

The City of San Jose's Housing Department's mission is to strengthen and to revitalize the community through housing and neighborhood investments. The Housing Department has a budget of $251M, approximately 128 FTEs, funded over 21,000 affordable units and incentive over 3,000 market-rate units, oversees the Rent Stabilization Program providing administrative oversight to over 96,000 units, and is implementing innovative programs to achieve housing abundance, while striving to bring unsheltered homelessness in San Jose to functional zero through the implementation of an expansive shelter system comprising of over 2,000 units owned and operated by the City of San Jose, and achieving throughput to permanent housing.

Position Duties

The Housing Department is currently seeking to fill one (1) full-time, Assistant Division Manager (Housing Policy and Planning Administrator) vacancy.

The salary range for this classification is: $150,550.13- $188,669.31.

This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. The actual salary shall be determined by the final candidates' qualifications and experience.

The City of San José is seeking a talented leader with strong managements and significant experience as a rental housing professional to serve as Assistant Division Manager-of Rent Stabilization and Eviction Prevention. This position will be instrumental managing the day-to-day four rental housing ordinance programs - the Apartment Rent Ordinance, Tenant Protection Ordinance, Mobilehome Rent Ordinance and Ellis Act Ordinance- and Eviction Prevention Program.

The Rent Stabilization Program strives to stabilize rents, promote long and safe tenancies, prevent unjust evictions, discrimination, and retaliation, and mitigate the impacts of displacement. The Program consists of over 38,000 rent stabilized units, 86,000 units covered by the Tenant Protection Ordinance, and over 10,000 mobile home park spaces across 58 parks. The Division also operates an Eviction Prevention Program which includes an eviction diversion program, unlawful detainer weekly court clinic and proactive eviction prevention outreach efforts. Under direction of the Division Manager for Rent Stabilization and Eviction Prevention, the selected candidate would oversee the activities of the Rent Stabilization Program and have the following duties and responsibilities.

Essential job duties include:

  • Managing the implementation of all aspects of the Apartment Rent Ordinance (ARO), Tenant Protection Ordinance (TPO), Ellis Act Ordinance (EAO), and Mobilehome Rent Ordinance (MRO).

  • Managing a Development Officer and Senior Analyst who together supervise Analysts and support staff.

  • Maintain, review, and improve procedures, manuals, and systems used in program operations

  • Monitor current housing, policy, and legislative issues related to rent-stabilization programs and trends

  • Write and present comprehensive, concise, and clear reports, memos, newsletters, and other communications.

  • Support the coordination of intradepartmental and cross-departmental activities; work with other City departments and divisions, community groups, outside agencies, and businesses.

  • Collaborate with rent stabilization programs across the State of California to share best practices regarding program administration and outreach

  • Oversee all elements of the Rent Stabilization Program including but not limited to the following:

  • Lead development of and implement an annual workplan including annual outcomes, program and budget development, and staffing plan

  • Lead team in achieving program goals and objectives outlined in the Program's Strategic Plan, the City's Housing Element and open audit recommendations.

  • Oversee the mediation/arbitration hearing process, including recruitment and retention of Hearing Officers and Mediators, reviewing staff reports and appeals, tracking performance, and reviewing hearing outcomes

  • Oversee enforcement activities addressing violations of the Program Ordinances

  • Oversee the annual fee and billing process in coordination with Code Enforcement and Information Technology

  • Overseeing and evaluating program budgets and develop the annual Rent Stabilization Program fees and fee billing process

  • Coordinate and establish regular communication with internal Departmental teams and other City departments as needed to implement the program, including the Department of Planning, Building, and Code Enforcement and the City Attorney's Office

  • Develop performance metrics and outcomes, reports, and analyses to facilitate monitoring, enforcement, and compliance with Rent Stabilization Program requirements

  • Review collateral (such as FAQs, forms, etc.) and support outreach strategy to residents and housing providers

  • Ensure provision of excellent customer service for tenants and apartment owners, and mobilehome park owners and residents

  • Proactively identify potential areas for improvements in program design and implementation

  • Ensure program compliance with the Department Language Access Program

  • Manage contractual relationships with program service providers

  • Maintain strong relationships with external partners and service providers

Minimum Qualifications

Education: Bachelor's Degree from an accredited college or university in architecture, planning, public or business administration or related field.

Experience: Five (5) years of professional analytic or professional administrative experience which includes at least two (2) years of progressively responsible experience in housing, development, or redevelopment and at least (2) years of supervisory experience.

Acceptable Substitution: Additional related experience may be substituted for the education requirement on a year-for-year basis.

Required Licensing: Possession of a valid State of California drivers license.

Form 700 Requirement: This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an "Assuming Office Form 700" with the City Clerk's Office within the first 30 days of employment with the office.
