The City of Rohnert Park is recruiting for an Associate or Assistant Engineer to perform professional engineering work in public works design, plan review, construction administration, and project management. The ideal candidate will have knowledge of streets, traffic, water, wastewater, stormwater, and land-development infrastructure and be comfortable managing projects from initial panning through construction. The City will fill the position at either the Assistant Engineer or Associate Engineer level based on the qualifications and experience of the candidate.

DEFINITION
Under direct or general supervision, performs various professional field and office engineering work related to the management, financial budgeting, planning, design, construction, and maintenance of the City's Capital Improvement Program (CIP), land development, traffic engineering, public works infrastructure, and daily departmental operations; provides project management and administration; confers with developers, contractors, and representatives of other agencies regarding facility and infrastructure development; administers professional services and construction contracts; administers Federal and State grant funds associated with construction projects; provides professional staff assistance to the Director of Public Works or CIP Program Manager, other divisions and departments, and the public in areas of expertise; performs a variety of studies and prepares and presents staff reports; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives direct or general supervision from the Director of Public Works or designee. Exercises no direct supervision of staff.
CLASS CHARACTERISTICS
Assistant Engineer: This the entry-level class in the professional engineering series. Initially under close supervision, incumbents with basic engineering experience perform professional and technical engineering work in City's Capital Improvement Program (CIP), land development, traffic engineering, public works infrastructure, and daily departmental operations, in addition to providing project management and administration. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform most of the duties required of the positions at the Associate level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Since this class is often used as a training class, employees may have only limited or no directly related work experience.
Associate Engineer: This is the full journey-level class in the professional engineering series. Incumbents are expected to perform the full range of professional and technical engineering work in all of the following areas: The City's CIP, land development, traffic engineering, public works infrastructure, and daily departmental operations, in addition to providing project management and administration. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions at this level are distinguished from the Assistant level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. This class is further distinguished from the Senior Engineer in that the latter is the full supervisory-level class in the series and has ultimate responsibility for organizing, assigning, supervising, and reviewing the work of staff involved in a major functional area or project/program of the Engineering Division.
Positions in the professional engineer class series are flexibly staffed and positions at the Associate level are normally filled by advancement from the Assistant level, requiring three (3) additional years of experience and after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class. When filled from the outside, four (4) years of prior related experience that would allow meeting the qualification standards for the Associate level and possession and maintenance of registration as Engineer-In-Training certification is required.

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Assistant and Associate Engineer: Equivalent to a bachelor's degree from an accredited college or university in civil engineering or a related engineering field.
Assistant Engineer: One (1) year of professional engineering design, plan review, and project administration experience, preferably in a public agency setting.
Associate Engineer: Four (4) years of professional engineering design, plan review, and project administration experience, preferably in a public agency setting, or three (3) years of experience equivalent to Assistant Engineer at the Rohnert Park.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect City development sites, including traversing uneven terrain, climbing ladders, stairs, and other temporary or construction access points, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas and to conduct inspections may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 10 pounds.
ENVIRONMENTAL ELEMENTS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
CALPERS RETIREMENT: Per the Public Employees Pension Reform Act (PEPRA), effective 1/1/13, new-hire employees will be in the Misc. 2% at Age 62 retirement formula with a 3-year final compensation. Employees must contribute 50% of the normal cost rate to CalPERS, which is currently 8.0%.
Medicare Taxes are withheld, but the City does not participate in Social Security.
MEDICAL INSURANCE: Employees may select from Kaiser, REMIF, or Sutter Health plans. The City contributes a set credit amount based on coverage level.
DENTAL & VISION INSURANCE: City provides Ameritas Dental and VSP (vision) insurance at no premium cost to employee and eligible dependents.
HOLIDAYS: 13.5 paid holidays per year.
ANNUAL LEAVE PROGRAM: 14.0 hrs/month accrual for paid time off. Accrual schedule increases with service. The maximum Annual Leave cap is 600 hours.
ADDITIONAL BENEFITS: City-paid $50,000 life insurance policy and $1000 for dependents, Short-Term Disability Insurance, Long-Term Disability Insurance, Employee Assistance Program, Education and Tuition Reimbursement Program, Bilingual Pay, Dependent Care Assistance Program, Health Care Tax Free Dollar Account Program, Catastrophic Leave Program, and free use of the Citys Sports Center and lap swim in the Citys swimming pools. Employees may purchase supplemental life insurance, participate in deferred compensation program and join in a credit union. The City is a non-smoking workplace.
EMPLOYEE UNIT: This position is in the Rohnert Park Employees Association Unit. Positions in this unit that are Exempt under the Fair Labor Standards Act (FLSA) receive 50 hours of Administrative Leave.
