Under the direction of the Finance Director, the position assists in managing, directing, and supervising the activities of the Finance Department, including but not limited to assisting in financial planning, development and implementation of internal controls, and development of effective procedures and procedural improvements of the financial system and other activity systems. Serves as the principal source of knowledge on and ensures compliance with generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB) standards, state and federal regulations, and City financial policies. Leads financial services units, supervising professional accountants and other department staff while fostering a collaborative, high performing team environment. Directs all general ledger operations across funds, ensuring accurate and timely monthly and quarterly financial reporting and Annual Comprehensive Financial Report (ACFR) preparation in compliance with GAAP/GASB standards. Oversees, organizes, directs, and reviews general procedures and complex accounting activities, including methods and results of cash management, accounts payable processing, reconciliations, interfund transactions, fixed assets, capital projects, and debt accounting. Provides technical accounting guidance and ensures consistency in financial reporting and fund accounting practices. Designs and maintains a comprehensive internal control framework, ensuring segregation of duties and strong financial safeguards. Monitors cash flow, investments, debt service activities, and related financial transactions in accordance with City policies and applicable laws. Coordinates the annual external audit process and serves as a primary liaison with auditors and regulatory agencies. Implements auditor recommendations, ensuring that the City makes necessary changes to policies, procedures, and practices. Monitors revenues and expenditures throughout the fiscal year and provides financial forecasts, trend analysis, expenditure monitoring, and other financial information to support organizational decision-making. Assists in the preparation and maintenance of the City's budget and works closely with other departments in the preparation of related reports and schedules. Performs the duties of the Finance Director in her/his absence and performs other duties as required.

The work is typically performed while sitting at a desk or table. The work is typically performed in an office.

Graduation from an accredited four-year college or university with a major in accounting, business administration, or finance and five (5) years of progressively responsible professional-level accounting and supervisory experience in a governmental fiscal operation; or an equivalent combination of education and experience. Experience in the public sector is preferred. Ability to attend occasional meetings outside the regular work (nights and weekends) schedule as needed. Comprehensive knowledge of governmental accounting (GAAP/GASB), fund accounting, municipal financial reporting, and regulatory compliance, including debt and grant accounting. Expertise in financial statement preparation, technical accounting research, and implementation of new GASB pronouncements. Strong analytical capability in financial analysis, reconciliations, risk assessment, and internal control design using the COSO Internal Control-Integrated Framework (ICIF).
