The Position

The Position

The City of Del Mar is recruiting for an Assistant Management Analyst (Limited Term 1 year) assigned to the Finance Department. The Finance Department is responsible for the City's fiscal operations, including accounting, payroll, utility billing, accounts receivable, accounts payable, revenue collection, operating and capital budget development and monitoring, and all financial reporting. The position will be focused on assisting with Enterprise Resource Planning (ERP) system implementation and providing back up coverage for essential daily operations such as accounts payable, utility billing, and payroll.

Ideal Candidate

This is a limited term position for a 12-month period. The initial term may be extended by an additional 6 months (up to 18 month total term) based on the Citys operational needs and upon City Managers approval. The ideal candidate will have a passion for local government and public service; strong written and verbal communication skills; well-developed analytical and critical thinking skills; and be customer service focused. Public finance or accounting experience, as well as experience with software transition and implementation are strongly desired.

The Essential Duties

The duties listed below are intended only as illustrations of the various types of work that may be performed. The following are examples of the types of job duties that may be found in the Assistant Management Analyst role:

  • Assist with Enterprise Resource Planning (ERP) system implementation.
  • Backfill Departments processes, including but not limited to payroll, utility billing, accounts payable and receivable.
  • Prepare budgets. Provide ongoing analysis, recommendations and monitoring.
  • Conduct surveys and perform research and statistical analysis on administrative, fiscal, human resources and operational problems and issues and make recommendations as appropriate.
  • Coordinate and oversee purchasing, accounts payable and receivable, and other finance functions and activities.
  • Conduct fiscal analytical studies and prepare and submit data and reports involving the evaluation of City operations and services. Ensure state, federal and local regulations are met.
  • Prepare, track and review applications for funding assistance with other governmental agencies.
  • Program and project management as assigned: define, develop, implement, manage and audit.
  • Other duties deemed necessary to the position.

The Desired Minimum Qualifications

To perform a job in this classification, an individual must be able to perform the essential duties as generally described in the specification for each classification. The requirements listed below are representative of the knowledge, skill and/or ability required:

  • The equivalent of a Bachelors degree from an accredited college or university with major work in public administration or related field
  • No significant related work experience is required. An internship experience at a public agency is preferred.

Supplemental Information

This is a limited term position with limited benefits. The benefits include:

  • CalPERS Enrollment: Classic Tier 2 - 2% at 60. PEPRA - 2% at 62.
  • Standard Vacation and Sick leave accrual
  • 12 recognized holidays and an additional 2 floating holidays per calendar year.
  • A monthly cafeteria allotment of $1,737 (maximum) which also allows employees to cash out unused cafeteria excess or receive $400 monthly opt-out provision.
