The Orange County Environmental Protection Division is seeking a qualified and motivated individual to join our Division as an Assistant Manager. This position assists in the management and supervision of the Environmental Protection Division staff to ensure the highest level of service is provided to internal staff, the County and its citizens. The ideal candidate will be able to use their technical expertise, managerial experience, and leadership skills in the administration of a team of environmental professionals. This position supports the Division Manager in advancing the goals and priorities of the Planning, Environmental & Development Services Department Strategic Management Plan.

Job Description

This role provides administrative and supervisory assistance to the Division Manager within the Planning Environmental and Development Services Department (PEDS) and is responsible for overseeing internal support functions such as personnel, budget and procurement. The Assistant Manager may also support policy initiatives or lead special projects at the request of the Division Manager.

Work is performed with independence, sound professional judgment and initiative under the general direction of the Division Manager and is evaluated through observations, reports and achievement of desired results.

Representative Duties/Assignments:

Provides advice to the Environmental Protection Officer on technical issues including lake management, natural land acquisition, environmental permitting, enforcement, mitigation, attainment of environmental standards and modifications to existing or proposed new environmental legislation or standards.

Oversees the Division's role in pollution prevention, surface water quality monitoring, impairment status, and water quality improvement projects.

Serves as the primary liaison with the Building Management Company for all building and leased space issues, ensuring timely communication, resolution, and compliance with lease requirements.

Oversees office space planning, maintenance requests, mechanical system concerns, and facility improvements. Ensures the office environment remains safe, operational, and professional for a workforce of more than 125 staff members and visitors.

Represents the Division as the ESF-10 EOC/DOC representative during County-declared emergencies.

Provides professional and technical support on matters related to Orange County Code Chapters 8, 15 and 32.

Supports the Division Manager in implementing strategic initiatives, performance measures, organizational development programs, process improvements, technology modernization efforts, stakeholder engagement activities, and communication strategies that promote operational excellence and alignment with the PEDS Strategic Management Plan, Orange County priorities, and applicable federal, state, and local regulations.

Oversees personnel matters within the Division, including hiring, promotions, progressive corrective action, training and development, annual performance appraisals, timekeeping/payroll, and related activities.

Develops standard operating procedures, work instructions, and operational guidelines and recommends strategies to improve Division operations, policies, and resource utilization.

Assists in the development, management, analysis, and reporting of key performance metrics to assure effective Division operations.

Administers contracts, grants, procurement, facilities, vehicles, and budget functions, including fiscal management, cost analysis, information systems management, inventory control of tangible assets, and emergency management.

Serves as a liaison between community stakeholders.

Responds to and resolves matters brought forward by the Mayor's office, Commissioners offices, County Administration, Department Director, Deputy Director and customers/constituents.

Coordinates the Division's support to the county's Emergency Operations Center and Division's role in assigned Emergency Support Functions.

Assumes the responsibilities and decision-making authority of the Division Manager during his/her absence.

Performs other related duties as assigned.

Minimum Qualifications:

Bachelor's degree from an accredited institution and five (5) years of directly related experience to include three (3) years in a supervisory role.

In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.

A thorough understanding of Federal, State, and Local environmental regulations.

Experience in the following: conducting field investigations and report writing, public speaking, negotiating, and mediating; and administration to include budgeting, contract, and personnel administration.

Preferences:

Prefer candidates with a Master's degree in Environmental Law, Natural Sciences, Environmental Engineering, Chemistry or Public Administration is preferred. As well as field-specific licensure or certifications such as Licensed Environmental Professional, Professional Wetlands Scientist, or Certified Hazardous Material Manager.
