Right Of Way Assistant Manager

The Department of Transportation and Public Works seeks to hire a Right Of Way Assistant Manager for St. Louis County. The well-qualified candidate will assist with oversight of the appraisal and acquisition of land and easement rights for road, bridge, storm water and sidewalk improvement projects.

The typical starting salary is between $30.86 - $37.03 hourly and will be based on experience and budget considerations. Examples Of Duties

Essential Function Examples

  • Review property acquisition appraisals performed by others.
  • Perform staff appraisals for property acquisitions.
  • Supervise negotiations, relocations and closings with property owners for rights needed on improvement projects.
  • Keep abreast of federal policies and regulations regarding acquisition of right-of-way and relocation of individuals and businesses.
  • Consult with engineers, appraisers, real estate representatives, attorneys, government officials and the general public relating to land acquisition work.
  • Provide technical expertise and assistance to staff on appraisals, complex negotiations and land acquisition work.
  • Oversee the preparation of legal descriptions used in appraisals for land acquisitions.

Marginal Function Examples

  • Serve in the Manager, Right-of-Way absence.
  • Perform other duties as required or assigned.

Supervisory Responsibilities

  • Assist the manager with coordinating unit's strategies and activities
  • Confer with peers to plan and coordinate work.
Minimum Qualifications

Required Qualifications:

  • Equivalent to a Bachelor's Degree and one year of relevant professional experience
  • Requires State of Missouri licensure as a Real Estate Agent
  • Requires State of Missouri licensure as a Real Estate Appraiser (Licensed, Certified Residential, or General Appraiser)

Special Requirements:

  • Possess and maintain status as a licensed notary in the state of Missouri within 6 months of hire
  • Possess and maintain State of Missouri licensure as a Real-Estate Agent and Real Estate Appraiser (Licensed, Certified Residential, or General Appraiser)
Additional Information

A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available. The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire. The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision. All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.
