The City of Pasadena Transportation Department is excited to announce an excellent career opportunity for an experienced Assistant Parking Manager (MA IV). This position serves as the parking contracts and audit administrator for the Parking division and will oversee off-street parking facilities and contracts, and the day-to-day management of the City's Off-Street Parking Operator contract. This position will also oversee Parking division procurements and will assist with oversight of the City's Parking Enforcement Program. This position will also support the Parking Manager with the development and implementation of special projects, and will serve as the Acting Parking Manager when the Parking Manager is unavailable. Depending on experience, this position may also assist with staffing of Parking Commissions and with oversight of the customer service program for the Parking Division. This position will manage a team, and perform regular supervisorial tasks.
The ideal candidate demonstrates excellent verbal and written communication skills and has an in-depth knowledge of parking operations. Additionally, the successful candidate has advanced journey-level experience in parking operations practices, contract and project management, and municipal government procedures and operations.
Essential Functions

- Monitors contractors' productivity and compliance on a daily basis, including but not limited to the implementation of new procedures, programs, and staff scheduling.
- Ensures that parking operations are running efficiently and revenue collection is effective. Monitors contract terms, financial performance and costing of services provided.
- Conducts audits of parking operations, including operational audits and citation and parking ticket audits.
- Works with the Department of Transportation's Administration division to coordinate regular fiscal audits of contracted parking operators.
- Develops, negotiates and implements new contracts for parking services, including contracted services for parking lot and facility operations and maintenance and management of parking lots and parking facilities.
- Obtains and evaluates proposals and makes recommendations to the Parking Manager.
- Provides routine, daily oversight for the City's contracted parking services.
- Performs complex administrative duties for specific programs, including monitoring budgets, organizing and preparing written reports, developing recommendations on complex issues, and providing documentation upon request for the Parking Manager, the Director of Transportation, the City Manager, the City Council or other entities.
- Assists in the developing, coordination and implementation of policies and procedures for parking operations and maintenance programs.
- Supervises Parking division staff by assigning projects, providing technical assistance and ensuring that the projects are completed in a timely manner.
- Coordinates work with other City departments and divisions, including Traffic Operations and Finance to ensure consistent application of parking policy.
- Makes recommendations regarding staff performance evaluations, hiring and termination decisions, and other personnel related matters.
- Coordinates and maintains computerized parking management systems. Provides technical support in developing and preparing parking data for highly efficient and cost effective parking services to City residents, businesses and visitors.
- Coordinates with Department of Transportation's Administration division to analyze revenue collections, prepare revenue projections and prepare financial reports of parking programs and contractor services.
- Monitors revenue to ensure budget projects can be met and staffing and regulations are appropriate.
- Analyzes financial implications of revenue and prepares reports on the financial feasibility of parking programs.
- Makes presentations to neighborhood groups, City commissions, the City Council and the public.
- Assists City staff in the analysis and revision of City ordinances, regulations, general and specific plans, and municipal codes.
- Evaluates parking policies and makes recommendations to enhance revenue and to address concerns of residents and visitors.
- Coordinates work with the City's Public Information Officer and staff in the Department of Information Technology to promote various parking programs and integrate parking management systems with other City systems as appropriate.
- Works with the Parking Manager to determine appropriate website content in order to communicate parking policies, facilities, rates and processes more effectively with residents and visitors to the City.

Qualification Guidelines
Minimum qualifications:
- Bachelors degree in business or public administration, finance or a closely related field AND
- Four years of full-time progressively responsible analytical or administrative experience, two years of which is at the journey level.
Desirable qualifications
- Experience working as a parking analyst in a public agency, or experience working in the Parking profession with experience in off-street parking management and/or parking enforcement.
- CPP and/or CAPP certification.

This position is part of the Pasadena Management Association bargaining unit. Candidates selected for this position are subject to a one year probationary work period.

Special Requirements
Possession of or ability to obtain a Class C California drivers license and a satisfactory driving record, may be required for some assignments.
The City of Pasadena contracts with the California Public Employees' Retirement System (CalPERS) to manage our defined benefits program for eligible employees. CalPERS manages the pension and health benefits to more than 1.6 million public employees, retirees, and their families and more than 3,000 employers.
Effective January 1, 2013, new members to CalPERS will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula (if a miscellaneous employee) and 2.7% at 57 benefit formula (if a safety employee).
Employees who are deemed "Classic" members of CalPERS or a reciprocal system such as the Los Angeles County Employees' Retirement System (LACERA) or Los Angeles City Employees Retirement System (LACERS) will receive the 2.5% @ 55 benefit formula (if a miscellaneous employee) or 3% at 55 benefit formula (if a safety employee). A CalPERS "Classic" member is a member who previously worked for a California public agency and meets the following criteria:
- First established CalPERS membership or membership in a CalPERS reciprocal agency prior to January 1, 2013,
- And is hired by the City of Pasadena after a break in service of less than six months
- And did not have concurrent (overlapping) service with the other agency.
