Position Summary 

The Assistant Director assists in the leadership, administration, and daily operation of Comprehensive Addiction Programs, a Drug Medi-Cal funded residential substance use disorder treatment program. This position supports the Program Director in ensuring high-quality, evidence-based, and person-centered services while maintaining compliance with all applicable Drug Medi-Cal, Department of Health Care Services (DHCS), licensing, county contract, and organizational requirements.

Essential Duties and Responsibilities

The essential functions include, but are not limited to the following:

  1. Assist in overseeing treatment operations to ensure safe, effective, client-centered service delivery and compliance with Comprehensive Addiction Programs (CAP) policies and procedures.

  2. Monitor and support compliance with County contract requirements, DMC-ODS regulations, DHCS standards, licensing requirements, HIPAA, 42 CFR Part 2, and all applicable state and federal laws.

  3. Remain current on regulatory updates, policy changes, and best practices related to substance use disorder treatment services and implement operational changes necessary to maintain program compliance.

  4. Assist in monitoring program operations, documentation, client records, and service delivery to ensure quality, compliance, and adherence to regulatory standards; identify deficiencies, implement corrective actions, and support continuous quality improvement activities through audits, reviews, and grievance resolution processes. 

  5. Oversee and coordinate staff schedules, group schedules, client activities, special events, and program calendars to ensure adequate coverage and efficient service delivery. 

  6. Schedule, facilitate, and document staff meetings, training, and other program-related meetings as assigned. 

  7. Review and approve staff timesheets, time-off requests, and scheduling adjustments while ensuring appropriate staffing levels are maintained. 

  8. Respond to client concerns, complaints, grievances, and incidents in accordance with agency policy and regulatory requirements. 

  9. Provide supervision, coaching, performance evaluations, and professional development for assigned staff; assist with recruitment, hiring, onboarding, retention, disciplinary processes, and ensuring completion of required certifications, licensure, continuing education, and mandatory training.

  10. Represent CAP with county agencies, community partners, referral sources, healthcare providers, and other stakeholders while promoting a culture of professionalism, accountability, collaboration, and CAP’s values of Equity, Dignity, and Service.

  11. Perform other duties as assigned to support the mission, goals, and operational needs of the program.

    Minimum Qualifications (Knowledge, Skills, and Abilities)

  1. Bachelor's Degree in Human Services, Masters Preferred

  2. Minimum of 3 years of experience in substance use disorder treatment, behavioral health services, or a related field.

  3. Minimum of 2 years of supervisory or management experience.

  4. Knowledge of Drug Medi-Cal, DMC-ODS requirements, and residential treatment operations.

  5. Ability to successfully pass all required background clearances.

  6. Ability to analyze program data and implement performance improvement strategies.

  7. Proficiency with Microsoft Office, electronic health records, and data management systems.
