MINIMUM TRAINING & EXPERIENCE
Master's degree in civil engineering, Business/Public Administration, or related field from an accredited college or university with course work in accounting, human resources/labor management, contracts law and management, or related fields, and two (2) years of progressively responsible government administrative or operations work experience in planning, organizing, and directing a large public works program involving both administrative and field operations; OR
Bachelor's degree in civil engineering, Business/Public Administration, or related field from an accredited college or university with course work in accounting, human resources/labor management, contracts law and management, or related fields and six (6) years of progressively responsible government administrative or operations work experience in planning, organizing and directing a large public works program involving both administrative and field operations; OR
Associate degree in civil engineering, Business/Public Administration, or related field from an accredited college or university with course work in accounting, human resources/labor management, contracts law and management, or related fields and ten (10) years of progressively responsible government administrative or operations work experience in planning, organizing and directing a large public works program involving both administrative and field operations; OR
High School Diploma, GED, or equivalent and fourteen (14) years of progressively responsible government administrative or operations work experience in planning, organizing, and directing a large public works program involving both administrative and field operations.
A minimum of two (2) years of management/supervisory experience required. Must possess and maintain a valid Florida Driver's License and have and maintain an acceptable, safe driving record.
Knowledge of and ability to use various computer applications, including word processing, spreadsheets, data base management, project management, E-mail, and the Internet required.
SPECIAL REQUIREMENTS
Possession of Professional Engineer Registration from the State of Florida, or Engineering Intern is desirable. Familiarity with Local City, State, or Federal Government issues, constraints, codes and procedures is desirable.
EMERGENCY DECLARATION STATUS
Code 1: Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the employee's Department Head will make the determination as to who will be required to work.
GENERAL STATEMENT OF JOB
Under limited supervision, performs complex technical, operational and professional functions in the Public Works Department. Work involves responsibility for planning, directing, coordinating, and general oversight of multiple divisions. Considerable independent judgment and initiative are required in carrying out program objectives within the framework of Operations, Fleet, and Financial principles and practices, and established policies and regulations. Considerable tact and courtesy are required in frequent contacts with contractors, City staff, elected officials and the general public. Reports to the Public Works Director.
SPECIFIC DUTIES & RESPONSIBLITIES
ESSENTIAL JOB FUNCTIONS
Assists Director with coordinating the activities of the Public Works Department.
Oversees assigned divisions.
Plans, organizes, and approves operating budgets to ensure a balanced fiscal position. Responsible for divisional budgeting, departmental accounting, and financial reporting requirements.
Develops and maintains internal projects, operational plans, and scheduling.
Develops and maintains client relationships with City departments and other outside governmental agencies.
Establishes appropriate levels of staffing for the assigned divisions.
Manages and coordinates the activities of subordinate managers, supervisors and employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; and conducting performance evaluations, etc.
Prepares oral and written technical and administrative reports.
Develops and prepares various reports, studies, correspondence, and other data pertaining to departmental operations, and submits such reports, studies, correspondence, etc., as required by federal, State or local regulations, as requested, or as otherwise deemed appropriate.
Presents projects/issues to City Council and/or other elected/appointed boards and/or committees.
Oversees training for safety issues. Approves, creates and implements departmental guidelines for same. Trains, instructs and conducts related meetings.
Attends public meetings, hearings and homeowner's association group meetings on behalf of the Department. Creates and performs presentations for public meetings as needed.
Answers legal interrogatories and depositions as required.
Prepares and assists in the presentation of the annual budget; provides documentation and justifications for budgetary requests. Monitors budget for multiple divisions.
Oversees press releases and public information distribution relative to division projects and programs.
Serves as liaison to other governmental or quasi-governmental agencies relative to technical issues and City policy.
Responsible for assisting with the development and maintenance of the Public Works Strategic Plan.
Establishes the appropriate level of staffing and equipment for one or more divisions to effectively address fluctuating workload. Responsible for professional, technical, and production of staff members.
Responsible for emergency management for the Department during crisis, natural disasters, storm events and other emergencies as needed. Considered as essential personnel during Emergency Operations Center activation, including pre and post event activities. Reviews and implements departmental emergency plan. Responsible for public safety, facilities security, damage assessments, and maintaining the public right-of-way during such incidents.
Manages and implements special projects, as assigned.
Serves as Acting Public Works Director in the absence of the Public Works Director.

Health Insurance: Health care plan options include HDHP, OAPIN and OAP through Cigna.
Dental Insurance: Dental coverage is offered in three plans that include DHMO & PPO High/Low plans.
Vision Insurance: Vision coverage includes an annual eye exam, frames and lenses or contact lenses in lieu of eyeglasses.
Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost. Additional coverage is available at the employees cost up to the Guaranteed Issue amount of $250,000.
Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employees cost.
Short Term Disability: Coverage pays 66 2/3% of employees annual base salary during a short-term disability period not to exceed 26 weeks.
Long Term Disability: Coverage pays 66 2/3% of employees salary at time of disability after a 180 consecutive day waiting period.
Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.
Holidays: 11 holidays and 1 birthday holiday and 1 floating holiday.
Paid Leave: Accrue 96 hours of vacation and sick leave per year. Accrued vacation hours increase after 10 years of service. Administrative leave for exempt employees - 48 hours per year.
