Position Summary

Assume management responsibility for assigned division services including residential and commercial refuse collection, clean city operation, landfill and transfer operation, and vehicle maintenance operation; monitor and coordinate daily operations activities; identify opportunities for improving service delivery methods and procedures; participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; coordinate assigned activities with other divisions and outside agencies and provide highly responsible and complex support to the Solid Waste Superintendent.

This is a safety sensitive position subject to random drug/alcohol testing.

Essential and Supplemental Functions

ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.

  • Assume management responsibility for assigned services and activities of assigned area within the Solid Waste Department; including residential and commercial refuse collection, clean city operation; landfill and transfer station operation; and vehicle maintenance operation.
  • Participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and implement resulting policies and procedures.
  • Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
  • Direct, coordinate and review the work plan for assigned staff; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
  • Monitor and inspect assigned facilities and equipment; schedule maintenance and secure facilities as appropriate.
  • Monitor and coordinate daily operations of assigned division; ensure timely and efficient completion of daily operations; ensure adequate staffing allocate additional staff as needed; ensure compliance with applicable rules and regulations; address and resolve customer questions and concerns.
  • Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Participate in the development and administration of the divisions annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
  • Serve as the liaison and coordinate activities of assigned division for the Solid Waste Department with other City departments, divisions and outside agencies; negotiate and resolve sensitive and controversial issues.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Provide responsible staff assistance to the Solid Waste Superintendent.

SUPPLEMENTAL FUNCTIONS:

  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of solid waste activities and operations relative to assigned program area.
  • Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
  • Perform related duties and responsibilities as required.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelors degree from an accredited college or university in environmental science or business administration; and

Five (5) years experience in residential and commercial refuse collection, clean city operation, landfill and transfer operation, or vehicle maintenance operation; and

To include two (2) years supervisory experience.

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Commercial Drivers License (CDL); class A or B.

Possession of a valid City Operators Permit (COP) within six months from date of hire.

Working Conditions

Environmental:

Standard office environment with field and/or landfill exposure to noise, diesel grease, smoke, fumes, gases, potentially hazardous chemicals, waste and infectious materials; inclement weather conditions.

Physical:

Essential and supplemental functions may require maintaining physical condition necessary for walking, standing or sitting for a prolonged period of time.
