Salary Range: $64,893 - $104,479 Salary Grade: 21 FLSA Exempt
Purpose of Classification: The purpose of this classification is to assist in managing the operations and activities of a large-scale Watershed Mngt. Construction District responsible for maintenance and repair of the water distribution and wastewater collection infrastructure.
Essential Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
• Supervises, directs, and evaluates assigned staff; • Develops and oversees employee work schedules to ensure adequate coverage and control; • Compiles and reviews timesheets; • Approves/processes employee concerns and problems and counsels or disciplines as appropriate; • Assists with or completes employee performance appraisals; • Directs work; • Acts as a liaison between employees and management; • Trains staff in operations, policies, and procedures.
• Organizes, prioritizes, and assigns work; • Prioritizes and schedules work activities to meet objectives; • Ensures that subordinates have the proper resources needed to complete the assigned work; • Monitors status of work in progress and inspects completed work; • Consults with assigned staff to assist with complex/problem situations and provide technical expertise; • Provides progress and activity reports to management; • Assists with the revision of procedure manuals as appropriate.
• Utilizes a computerized maintenance management system (CMMS) to schedule planned maintenance, emergency repairs, and preventive upkeep; • Updates maintenance program work practices, schedules and related procedures in the CMMS.
• Manages database of incoming and completed work orders and analyzes work orders by size, urgency, skill set, location, complexity, and available manpower.
• Develops and maintains a queue of prioritized field-ready work orders and prepares weekly and bi-weekly schedules based on available labor forecasts.
• Creates detailed work plans that describe scope of work, parts and materials to be used, define number and type of crafts/skills needed, completion timeline, permits and clearances, etc.
• Researches and anticipates additional needs for the work plan, including but not limited to a job hazard assessment, safety plan, as-built drawings and other information necessary to safely, effectively and efficiently engage the work plan; • Oversees material usage and costs.
• Assists operations teams by issuing work orders in a sequential flow to individual technicians or work teams; • Distributes and communicates workflow processes documenting project plan, schedule, and execution.
• Communicates with internal and external stakeholders on project status, parameters, and problem resolution and develops, documents, and maintains standard operating procedures associated with maintenance jobs.
• Confers with purchasing, warehouse, engineering, and other personnel to exchange information regarding inventories, schedules, scope of work, and related issues.
• Collaborates with system administrators and technical personnel to ensure technology and databases support the departments work and infrastructure management needs.
Minimum Qualifications: High school diploma or GED required; eight years of experience in constructions and maintenance of distribution and/or collection systems, with three years of supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia commercial driver's license; and must obtain a Wastewater Collection System Operator or Water Distribution Operator license within one year of employment.
