Duties

The Assistant Superintendent- Human Resources serves as a strategic leader and advisor to the Superintendent, ensuring the District attracts, develops, and retains high-quality talent. This role is responsible for the comprehensive oversight of human capital operations, fostering a positive labor relations environment, and maintaining compliance with state and federal regulations.

  • Strategic Leadership: Lead and align human resource initiatives with District goals; identify trends, anticipate needs, and support system-wide planning.
  • Policy and Compliance: Oversee development and implementation of policies and procedures; serve as Compliance Officer for ADA, FMLA, and FOIA.
  • Labor Relations: Serve as liaison to union leadership; support collective bargaining, contract administration, and administrator training.
  • Personnel Management: Direct the full employee lifecycle, including recruitment, hiring, assignment, evaluation, and discipline.
  • Talent Development: Partner with District leaders to design and implement professional learning and leadership development systems.
  • Staffing and Budgeting: Develop staffing plans aligned to enrollment and fiscal parameters; support data-informed decision making.
  • Employee Relations and Investigations: Lead investigations and resolve employee concerns, grievances, and compliance matters.
  • Compensation and Benefits: Collaborate with the Business Office on salary placement, compensation structures, and benefits administration.
  • Credentialing and Reporting: Oversee licensure, certification, and required state and federal reporting.
  • Operational Oversight: Manage substitute systems, attendance tracking, and university partnerships.
  • Board and Administrative Support: Recommend policy updates and participate in Board of Education and administrative meetings as assigned.

Qualifications

  • Current and valid Illinois Professional Educator License with a General Administrative or Principal endorsement.
  • Minimum of three years of experience as a Director of Human Resources or Assistant Superintendent for Human Resources, preferably in a K-8 public school setting.
  • Demonstrated expertise in collective bargaining, contract interpretation, and labor relations.
  • Strong knowledge of the Illinois School Code and federal and state employment laws, including ADA, FMLA, EEOC, and FOIA.
  • Proven ability to lead recruitment, staffing, and talent development initiatives aligned to District priorities.
  • Strong leadership, communication, and interpersonal skills, with the ability to engage diverse stakeholders.
  • Experience using data systems to support decision-making and reporting.
  • Demonstrated ability to manage investigations, employee relations, and progressive discipline processes.
  • High level of integrity and ability to maintain confidentiality.
  • Human Resources certification (e.g., SHRM-CP, SHRM-SCP, PHR, or SPHR) preferred.

Salary/Benefits

  • Competitive salary: $123,000 - $133,000, commensurate with experience

Additional Notes

  • Full-time, 12-month position (July 1 - June 30)
  • Standard hours: 8:00 a.m. - 4:30 p.m., Monday through Friday
  • Attendance at all Board of Education meetings required
  • Occasional evening and weekend responsibilities
  • Regular travel between District buildings
