At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required Experience: Three years of experience assisting in the management of multi-trade construction projects from inception to completion to include cost estimating, construction planning and scheduling; contract document reading and interpretation, including agreement and conditions, plans and specifications; and construction inspection to ensure compliance with building codes for construction projects.
An associate's degree in engineering, engineering management, engineering science, engineering technology, architecture, architecture technology, landscape architecture, construction technology, or construction management substitutes for two years of specialized experience; or a bachelor's degree in engineering, engineering management, engineering science, engineering technology, architecture, architecture technology, landscape architecture, construction technology, or construction management substitutes for four years of specialized experience.

52.7 Non-Competitive Promotion:
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. To be eligible for the NCP, candidates must meet the following qualifications: Current New York State Office of General Services employee with one year or more of qualifying permanent service as a Junior Superintendent of Construction and must not have failed the last two holdings of examination.
OR
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service as an Assistant Superintendent of Construction and are interested in reassignment of the Civil Service Law.
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME, YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
