HUMAN RESOURCES:
Bases personnel decisions on professionally sound, documented personnel evaluation policies and procedures.
Maintains clearly stated policies, regulations, and procedures related to the function, rights, and responsibilities of the staff.
Ensures that those directly affected by personnel policies have knowledge of relevant policies and procedures.
In cooperation with building Administrators, plans, directs, coordinates, and participates in the recruitment of personnel and recommends to the Superintendent certified and support staff candidates on the basis of their qualifications for the particular position they are to fill.
Coordinates the hiring process for all District positions through the development of criteria (scoring guides, interview guides) to ensure the continuity of applicant screening, interviewing and hiring recommendations. Ensures that all current applicants are fully considered to protect the District from discrimination in the hiring process.
Coordinates an effective orientation program for all new staff members.
Coordinates employee performance evaluation programs.
Monitors student enrollment projections and develops projections for staffing needs.
Creates job descriptions for new staff positions and coordinates the periodic review and revision of existing job descriptions.
Oversees and coordinates Safe Schools and Talent Ed.
CURRICULUM AND INSTRUCTION:

Assumes responsibility for coordinating/overseeing, reviewing, and evaluating results of State and District-wide testing programs, and for other evaluative measures used by the schools (ESIR, NJSLA, ASHA, End of Course Exams, OLSAT, Access).
Develops the District Professional Development Plan. Oversees the function of the Local Professional Development Committees within each school. Chairs the District Professional Development Committee.
Coordinates and supervises the Master Teacher, Elementary Literacy, and Math Support Coaching Programs.
Serves as the NCLB Director:
a. Develops the No Child Left Behind Grant
b. Regulates budgetary spending
c. Ensures NCLB Federal Guidelines are met
d. Completes the following required State reports:
i. NCLB Grant Submission
ii. NCLB End of Year Report
iii. Title I Performance Report
iv. Title I Comparability Report
v. Title II D Performance Report
vi. Title IV, Part A Report
a. Coordinates the identification of all Title I students and oversees the delivery of services.
b. Analyzes and interprets Title I data and assesses needs of the Title I program
c. Coordinates Title I funds for non-public schools
d. Oversees all Supplemental Educational Services (SES)
e. Coordinates the Elementary and Middle School Gifted and Talented Programs
f. Coordinates and supervises the District ESL program.
g. Responsible for LEP Non-Public School Verification Report
h. Responsible for managing Title III and Title III Immigrant funds
i. Responsible for ESL WIDA-ACCESS Standardized Testing
j. Responsible for Annual Measurable Achievement Objectives (AMAO) State Report
Oversees and Coordinates the Student Safety Data System (SSDS).
Oversees and Coordinates the Evaluation Information System (EIS).
Oversees all practicum, student teacher, and student nurse placements (Pre-K-12) and maintains
communication between local Universities and the School District.
Executes walk-through observations for all non-tenured staff (Pre-K-12).
Coordinates Kindergarten Registration and Kindergarten Screening Process.
a. Collects data and analyzes screening data.
b. Reports individual data to each parent.
c. Organizes the data for related staff (O.T., Speech, etc.) prior to the start of the following year.
