Nature of Work:

Under administrative direction, this position directs, administers, and coordinates the activities of the Hope Scholarship in support of policies, goals, and objectives established by the State Treasurer by performing the following duties personally or through subordinate managers. This position develops deadlines, projects, and work to be done along with the General Counsel. This position plans and carries out the assignment, resolves most of the conflicts, coordinates work with others and interprets policy on own initiative. This position keeps the General Counsel informed of progress, potentially controversial matters, or far-reaching implications.

Job Duties:

Includes some or all of the following. Other duties may be assigned.

  • Manages all areas of the Hope Scholarship Division.
  • Directs the preparation of goals and objectives for the Division.
  • Prepares funding calculations for all scholarship accounts annually and provides necessary supporting documentation for the transfer of scholarship funds.
  • Interprets court opinions and statutes, the application of rules and regulations, and related matters where complex legal issues or facts are involved that ensures that all division activities and operations are carried out in compliance regarding educational savings accounts.
  • Provides the requisite data for Freedom of Information of Act (FOIA) requests related to the Hope Scholarship program at the direction of General Counsel.
  • Prepares the annual budget for the Hope Scholarship Division and monitors on a monthly basis.
  • Cultivates a strong partnership with the West Virginia Hope Scholarship Board; prepares documents and attends Board meetings.
  • Collaborates with General Counsel to conduct legal research, draft legislation, and monitor legislative activity concerning Hope Scholarship.
  • Manages relationships and serves as the primary liaison to Hope Scholarship Program third-party Program Managers.
  • Reviews and monitors contracts with vendors in coordination with the Executive Director(s) and STO Purchasing division.
  • Oversees program advertisement in coordination with the marketing and communications divisions.
  • Directs preparation and distribution of written and verbal information to employees.
  • Establishes operating procedures consistent with the State Treasurers Office policies and ensures their execution. Analyzes and evaluates procedures to determine effectiveness.
  • Reviews all levels of work performed within the division with supervisory personnel and holds supervisor and employee staff meetings as appropriate.
  • Ensures that the responsibilities, authorities, and accountability of all direct subordinates are defined and understood.
  • Determines work procedures, directs preparation of work schedules, and expedites workflow.
  • Assists staff to diagnose and solve work related issues.
  • Evaluates the results of overall operations regularly and systematically and reports these results on a monthly basis to the General Counsel.
  • Represents the division at conferences and meetings.
  • Addresses personnel issues arising within the Division. Makes recommendations to the General Counsel, Deputy State Treasurer or Treasurer regarding personnel matters, as needed.

Supervisory Responsibilities:

Directly supervises the Executive Director of Hope Operations, Executive Director of Hope Eligibility, Finance Coordinator, and Executive Assistant in the Hope Scholarship Division. Responsible for the overall direction, coordination, and evaluation of the Hope Scholarship division. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; reviewing employee performance; making recommendations for hiring, promoting, rewarding, and disciplining employees; addressing complaints and resolving problems.

Required Knowledge, Skills, and Abilities:

  • Excellent legal research and legal writing skills.
  • Knowledge of legal methods and processes, including the administrative regulation promulgation process, legislative drafting, and the legislative process for the State of West Virginia.
  • Ability to analyze facts and legal documents.
  • Ability to interpret laws, regulations, and policies.
  • Ability to supervise and evaluate the work of professional and clerical subordinates.
  • Skill in examining procedures, formulating policy, and developing and implementing new strategies and procedures to maximize efficient processes.
  • Knowledge of Hope Scholarship Program rules, regulations, practices, and procedures.
  • Ability to analyze complex problems, interpret operational needs, and develop integrated, creative solutions.
  • Knowledge of current developments and trends in educational savings accounts best practices, project management, and related technology.
  • Advanced verbal and written communication skills and the ability to present effectively to small and large groups.
  • Demonstrated ability to successfully direct, coordinate, and strategically integrate multiple developmental, enhancement, and/or modification projects at an institutional level.
  • Ability to effectively manage a large, diverse team of technical managerial/supervisory, professional, and support staff.
  • Knowledge and understanding of organization structure, workflow, and operating procedures.
  • Ability to effectively present information to top management and public groups.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Demonstrates the ability to develop and implement short- and long-range systems, capacity, technology, and operational plans.

Education and Experience:

Juris Doctorate (J.D.) from an accredited law school; incumbent must be licensed to practice law in the State of West Virginia and be a member in good standing with the West Virginia State Bar Association; incumbent must have a professional demeanor and mature attitude to deal with complex and confidential matters; six to eight years of work experience, including at least four years of supervisory and leadership experience.

Satisfactory completion of pre-employment law enforcement background investigation.

While performing the duties of this job, the employee is regularly required to remain in a stationary position and occasionally move about inside the office to access file cabinets, office machinery, etc.; observe, inspect, and assess documents; regularly operate computer and other standard office productivity machinery including, but not limited to computers, calculators, other office machinery, phones, printer/copiers, and filing cabinets; frequently communicate internally with other Treasurer's Office staff; frequently communicate with external stakeholders; and position self to access office areas needed or to operate office machinery.
