    The Assistant Vice President and Deputy Risk Officer is responsible for identifying, evaluating, and mitigating risks for the organization. This role provides strategic oversight of the Bank's risk management frameworks, continuity planning, and crisis preparedness. The role will provide oversight of the following risk functions: Enterprise Risk Management, Business Continuity, Privacy, COSO, and Data Governance. It requires strong knowledge of Bank and System operations, the ability to integrate risk and resiliency perspectives, and the leadership skills to guide a blended team of enterprise risk management, information risk management and continuity professionals. This position builds and maintains effective relationships with senior leaders, business area management, System partners, and external stakeholders to advance readiness, enhance risk awareness, and drive continuous improvement. This leader reports to the Vice President and Chief Risk Officer.

    Responsibilities

    Lead the Bank's Risk Programs (ERM, BC, Privacy, COSO)

    • Leads the Bank's Enterprise risk management activities including Board level reporting, business area risk profiles, risk event reporting, and development of Bank-wide risk documents.
    • Leads the Bank's Business Continuity function to ensure the Bank maintains a strong resilience stance across preparation, documentation, testing and exercising resilience plans.
    • Leads the Bank's Privacy program to ensure effective compliance while reinforcing a culture of privacy.
    • Leads the Bank's COSO program to ensure management is meeting Internal Control over Financial Reporting requirements.
    • Supports the Senior Leadership Committee in meeting its management risk oversight responsibilities, including preparation of meeting content, presentations, and related risk documents.
    • Prepare risk documents as needed for the Bank's Executive and Senior Leadership Committees, the Bank's Board of Directors, and the Board of Governors.
    • Represent the Bank on System risk groups and provide input on System-level risk reporting and practices.
    • Build strong working relationships with Bank management to provide guidance and insight into the Bank's risk posture.
    • Provide subject matter expertise on best practices, industry trends, and emerging risks.

    Oversee and enhance the District's Business Continuity Program

    • Provide leadership for all BC program components including the Business Impact Analysis (BIA), business area BC plans, Crisis Management Team (CMT) Plan, Crisis Communication Plan, and annual readiness documentation.
    • Ensure resiliency by directing exercises, rehearsals, and tests (District, System-level, buddy banks, product offices, National IT).
    • Maintain and administer BC tools and applications (OnSolve's Automated Notification System, Contingency Information Anywhere, BC Dashboard, Fusion, Microsoft Teams sites, SharePoint, Government Emergency Telecommunications Service, Wireless Priority Service).
    • Lead continuity training initiatives including New Employee Orientation, liaison/contributor sessions, and specialized training (law enforcement, emergency recovery location, Employee Safety Program (ESP)).
    • Partner with Facilities, Law Enforcement, and district management on ESP components and communications.
    • Represent the Bank on System BC groups, provide input on System-level risk reporting and practices, and work with the System's Resilience Central and Subcommittee on BC teams.
    • Provide subject matter expertise on best practices, industry trends, and emerging BC risks.

    Risk Leadership

    • Drive strategic leadership across the risk teams.
    • Own the performance management cycle for reports.
    • Ensure effective cross-training across key RMC functions (ERM, COSO, BC, Privacy,).
    • Cultivate strong working partnerships within St. Louis and across the System.
    • Create and deliver presentations for internal and external audiences on risk, resilience, and preparedness including training and awareness presentations
    • Lead BC communications, SL8 articles, awareness campaigns, and district-wide preparedness initiatives.
    • Maintain expertise in all risk disciplines including ERM and BC industry practices, System standards, and emerging trends.
    • Pursue relevant certifications and participate in System workgroups.

    Qualifications

    • B.A., B.S., or other baccalaureate/undergraduate degree in Accounting, Business, Information Systems or related field or commensurate experience
    • Minimum 10+ years of relevant experience in risk management, business continuity, audit, or related field
    • 5+ years of supervisory experience in a relevant environment
    • Strong understanding of risks, controls, operational processes, and resiliency practices
    • Excellent communication, facilitation, and relationship-building skills
    • Certifications such as CCSA, CRMP, CMA, CPA, CIA, or BCP-related credentials
    • Foundational understanding of internal controls, risk assessment, or auditing methodologies
    • Strong attention to detail and ability to follow structured processes
    • Ability to manage multiple priorities with guidance
    • Strong organizational and documentation skills
    • Proficiency with Microsoft Office applications; experience with GRC or Privacy tools is a plus
    • Position requires US Citizen
