DESCRIPTIVE STATEMENT:

The Assistant WWTP Superintendent is an exempt position reporting to the WWTP Superintendent, however, shall be familiar enough with operation and maintenance procedures to work and direct the operations of the facility relatively independent of constant supervision. The Assistant WWTP Superintendent is responsible for all operation-related activities at the Water Reclamation Facility. The Assistant WWTP Superintendent provides direct supervision of operations employees.

This job description is an overview and is intended to describe the general nature and level of work being performed. It's not intended to be an exhaustive list of all the functions and tasks required of the position.

DUTIES & RESPONSIBILITIES:

ESSENTIAL FUNCTIONS:

  • Oversees operation of facility to meet all applicable regulatory requirements.
  • Makes staffing and process control recommendations to the WWTP Superintendent and performs scheduling for operation activities
  • Serves as Operator in Responsible Charge during the WWTP Superintendent's absence
  • Assists the WWTP Superintendent in managing programs including but not limited to the biosolids program.
  • Develops and maintains information for applicable reports and records
  • Inventories and maintains operating stocks of process chemicals and operating supplies.
  • Works with the Regulatory Compliance Specialist to ensure all safety training and programs are implemented at the plant
  • Provides staff training in areas of treatment operations, equipment maintenance, and proper operation of treatment plant equipment
  • Assists the Regulatory Compliance Specialist in maintaining and enforcing the City and the Water Reclamation Facility Safety Programs
  • Maintains effective communication among the staff of the different groups and the WW Maintenance Supervisor, Regulatory Compliance Specialist, Laboratory Supervisor, Pretreatment Manager, and the WWTP Superintendent.
  • Evaluates the work of assigned personnel, documents on-the-job training, provides counseling and discipline as necessary.

IMPORTANT FUNCTIONS:

  • May perform duties of similar classification of an equal or lower pay grade including performing the duties of Wastewater Operator A for shifts during leaves, training events, or emergencies.
  • May need to respond to after-hour emergencies
  • Performs other duties as assigned

PHYSICAL REQUIREMENTS:

  • Heavy lifting of up to 50 pounds is an essential function of this position
  • Requires good hearing to communicate with other staff members, hear audible alarms and listen to equipment to detect possible problems
  • The incumbent must be able to perform a full range of body movements and manual dexterity to inspect, maintain and replace electrical breakers, capacitors, and other electrical system components; operate and adjust equipment or controls; perform work on a computer; drive City vehicles; and perform other essential functions safely

KNOWLEDGE, SKILLS & ABILITIES:

The Assistant WWTP Superintendent shall possess the following knowledge, skills and abilities:

  • The ability to communicate clearly and to work well with other supervisors, the WWTP Superintendent, the Wastewater Director, and other City departments
  • Detailed knowledge, skills and ability related to the operation of wastewater treatment plants, particularly advanced wastewater treatment processes and operations including biological nutrient removal
  • Assist the WWTP Superintendent in the evaluation and interpretation of test results to assure compliance of the facility with all local, state and federal requirements.
  • Detailed knowledge of wastewater treatment operating procedures, hazards, safety requirements, and the ability to guide subordinates in safe operating practices
  • Working knowledge of large pumps, pneumatics, hydraulics, mechanical machinery, electric motors, controls, and the automation of unit processes
  • Accurately describe maintenance issues to the WW Maintenance Supervisor.
  • The ability to recognize needed preventative maintenance and necessary repairs
  • The ability to plan, manage and coordinate the work of others including scheduling shifts
  • Working knowledge of computers, computerized maintenance management systems (CMMS), Programmable Logic Controllers (PLCs), Supervisory Control and Data Acquisition (SCADA) systems, spreadsheets, and the use of data bases for data management and generating reports
  • Ability to maintain accurate and precise records
  • Working knowledge and ability to read blueprints and schematics
  • The ability to plan and manage work in accordance with an annual capital budget
  • The ability to take the initiative, make decisions and display good leadership skills
  • The ability to perform all aspects of the job in a safe manner

MINIMUM QUALIFICATIONS:

The Assistant WWTP Superintendent shall possess the following minimum qualifications in addition to the knowledge, skills and abilities listed above:

  • An Associate degree or higher education in a related field
  • Colorado Class A Wastewater Treatment Plant Operator's Certificate, or possess an equivalent certification from another state with the ability to obtain a Colorado operator's certificate through reciprocity within twelve (12) months of appointment
  • Six (6) years of successful and progressively responsible experience in a large (greater than 4 MGD) wastewater treatment plant or advanced treatment facility.
  • A minimum of two years in a supervisory capacity is preferred.
  • A valid driver's license at the time of application, and a valid Colorado driver's license within 30 days of employment
  • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
  • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license

SPECIAL CONDITIONS OF EMPLOYMENT:

This position may be exposed to noise, moving parts, heights, dangerous chemicals and conditions, disease, extreme weather, and other dangerous conditions. This position must be willing to work overtime, be called back for emergencies, and be willing and able to work in confined space locations or enter toxic atmospheres using a respirator or self-contained breathing apparatus. This position will be required to perform heavy lifting, climbing stairs and ladders.

All required licenses and certifications listed above must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications will result in demotion or termination.
