Job Description and Duties
Under the general direction of the Accounting Administrator I, the Associate Accounting Analyst in the Governmental Accounting Office will handle complex accounting responsibilities related to fiscal control and financial reporting across Governmental, Internal Service, and Trust funds. The incumbent will be responsible for ensuring adherence to policies and procedures, preventing overspending, and maintaining accurate accounting records. Essential functions include researching, analyzing, and compiling data to uphold Generally Accepted Accounting Principles (GAAP), monitoring document flow in SAP accounting systems, and rectifying identified issues. The incumbent will be responsible for reconciling general ledger accounts, analyzing entries, and initiating corrective actions. The position entails budgetary and fund accounting tasks such as analyzing appropriations and expenditures, preparing fund transfers, preparing journal entries, and reconciling funds. Effective communication with various departments and external agencies is crucial for successful fund accountability. Further duties include preparing year-end financial statements, fund balance reports, and GAAP adjusting entries. The incumbent collaborates with other units, SAP Production Office, auditors, and control agencies to resolve issues and contributes to special projects related to the Governmental General Ledger section.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
A successful candidate must have a strong understanding of Generally Accepted Accounting Principles (GAAP) and recent experience in financial reporting and analysis. The candidate must demonstrate advanced skills in critical analysis of accounting processes and transactions to ensure compliance with established policies and procedures, coupled with effective communication abilities to convey complex financial information to staff and management levels. Strong technical proficiency in accounting software, particularly SAP or similar systems, as well as computer software such as Microsoft Office are essential, along with a proven track record of independently researching, analyzing, and compiling data to maintain accuracy and fiscal policy adherence. Experience in budgetary and fund accounting, including monitoring appropriations, participation in the Due To/From process, preparing fund transfers/Plan of Financial Adjustments (PFA), and reconciling accounts, is vital. Knowledge and understanding of GO Bond funds, State accounting procedures, and other government regulations is highly desirable. The candidate must exhibit strong organizational skills, attention to detail, and the ability to collaborate effectively with internal and external contacts to meet departmental needs and ensure proper accountability of funds. Additionally, familiarity with preparing year-end financial statements, and GAAP adjusting entries is preferred, along with the ability to contribute to problem resolution and special projects within a team environment, including experience related to governmental general ledger operations.
