Summary

Job Summary

The Associate Administrator of Facilities and Construction oversees all physical plant construction, renovation, restoration, and major repair programs at any facility.  Prepares and implements comprehensive business plans to facilitate achievement by planning cost-effective operations and market development activities for Capital Bond and Engineering.   Knowledgeable in building systems and construction methods, specifically in a health care environment.  Develops concepts and plans for capacity growth or change in service as well as capital upkeep and replacement.  Supports growth planning and implementation as it relates to buildings and facility campus.  Ensures the constant movement of direct areas towards fulfilling the short-term and long-term objectives without diverging from the Hospital’s strategic guidelines.

 

Minimum Job Requirements:

 

Work Experience:

Seven years of extensive leadership in hospital facilities management, capital planning, and large‑scale construction or infrastructure projects within a complex healthcare environment. Proven track record overseeing multi‑site capital program, managing budgets, navigating regulatory requirements, and delivering projects on time and within scope. Experience collaborating with executive leadership, regulatory agencies, and cross‑functional teams is essential to align facilities initiatives with organizational strategy. Success also depends on demonstrated ability to lead high‑performing teams, manage vendors, and drive operational and strategic improvements that support long‑term hospital sustainability.

 

License/Registration/Certification:

None

 

Education and Training:

Bachelor’s degree in Engineering, Architecture, Business Administration or related field required.  Master’s degree in a related field required.

 

Skills:

 

  1. Expert knowledge of hospital facilities management, capital planning, and construction operations.
  2. Deep understanding of local, state, and federal building codes, permitting, and healthcare construction regulations.
  3. Strong knowledge of capital budgeting, financial forecasting, and long‑range facilities planning.
  4. Comprehensive understanding of Joint Commission, CMS, OSHA, and Hospital District regulatory requirements.
  5. Knowledge of engineering systems (HVAC, electrical, plumbing, life‑safety) and hospital infrastructure operations.
  6. Knowledge of vendor management, contract administration, insurance requirements, and ethical procurement standards.
  7. Understanding of organizational strategy, operational alignment, and enterprise‑level planning.
  8. Executive leadership and strategic oversight of multi‑site capital and facilities programs.
  9. Advanced project management skills, including scheduling, logistics, risk mitigation, and resource allocation.
  10. Strong financial and analytical skills, including cost control, benchmarking, and performance monitoring.
  11. Exceptional communication and presentation skills for COO, executive leadership, and governing bodies.
  12. High‑level negotiation and vendor management skills, including RFP development and contract negotiation.
  13. Cross‑functional leadership skills, coordinating complex initiatives across multiple departments.
  14. Problem‑solving and critical‑thinking skills for high‑risk operational and infrastructure challenges.
