DEFINITION

Under the direction of the City Engineer, performs professional engineering and project management work for the planning, design, and construction of stormwater and drainage capital improvement projects. Coordinates the Town''s Clean Water Program as a secondary assignment.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the City Engineer. May provide technical direction to consultants, contractors, and support staff.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

Stormwater Capital Improvements:

• Manage stormwater, drainage, flood mitigation, water-quality, and related capital improvement projects from planning through construction and closeout.
• Develop project scopes, budgets, schedules, consultant agreements, bid documents, and project delivery strategies.
• Manage engineering consultants and review plans, specifications, estimates, studies, and technical reports.
• Investigate localized flooding, drainage deficiencies, erosion, and deteriorated storm drain infrastructure; evaluate practical improvement alternatives.
• Review hydrologic and hydraulic analyses, drainage studies, and designs for storm drains, culverts, channels, outfalls, and related facilities.
• Implement and prioritize projects identified in the Town''s Storm Drain Master Plan and other infrastructure planning documents.
• Coordinate environmental review, permitting, utility conflicts, right-of-way needs, regulatory approvals, and public outreach.
• Provide engineering support during bidding and construction, including review of submittals, requests for information, field conditions, and change orders.
• Coordinate with Maintenance Services on inspection, maintenance, repair, and replacement priorities for stormwater infrastructure.
• Prepare staff reports and presentations; pursue grant funding; and manage other municipal capital projects as assigned.
• Other capital improvement projects as assigned by the City Engineer.

Clean Water Program:

• Coordinate the Town''s Clean Water Program and applicable municipal stormwater and water-quality requirements.
• Coordinate required reporting, inspections, documentation, treatment-control measures, and interagency compliance activities.
• Work with regulatory agencies, regional programs, consultants, developers, businesses, Town departments, and the public on stormwater and water-quality matters.
• Monitor regulatory changes and coordinate implementation of new or revised program requirements.

QUALIFICATIONS

Knowledge of:

• Principles and practices of civil engineering, hydrology, hydraulics, watershed drainage, and municipal storm drain design.
• Planning, design, permitting, bidding, construction, rehabilitation, and maintenance of stormwater and drainage infrastructure.
• Capital improvement programming, consultant management, budgeting, scheduling, contract administration, and project controls.
• Municipal stormwater and Clean Water requirements, treatment measures, best management practices, and applicable regulations.

Ability to:

• Independently manage stormwater and drainage capital improvement projects of moderate to significant complexity.
• Review engineering calculations, studies, plans, specifications, estimates, and construction documents.
• Analyze infrastructure problems, evaluate alternatives, and develop practical, cost-effective recommendations.
• Manage consultants, contracts, budgets, schedules, permits, and competing priorities.
• Communicate technical information clearly and establish effective working relationships with staff, agencies, consultants, contractors, and the public.

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Three (3) years of increasingly responsible professional civil engineering experience involving public infrastructure design, construction, or project management.

Experience with stormwater, drainage, hydrology and hydraulics, flood mitigation, or stormwater capital improvement delivery is highly desirable. Municipal engineering experience is preferred.

Education:

A bachelor''s degree from an accredited college or university with major coursework in civil engineering or a closely related field.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver''s License, or a license in another state with the ability to obtain a California license within 30 days of hire.

Possession of a valid Engineer-in-Training (EIT) certificate. Registration as a Professional Civil Engineer in the State of California is also preferred.
