Description

Under the direction of the Dean of Community Education this position collaborates in the general operations of Dual Enrollment team, Community Education programs including Integrated Education & Training (IET), Adult High School (AHS), GED, and HSED programs. Additionally, each Associate Dean may provide an oversight role in one or more of Community Education Hub's operations. An emphasis of this position is for the direct support for high school programs, dual enrollment and dual credit, and transitions from community education programs into the college's seven (7) major pathways. Finally, the Associate Dean will provide a support role (to the dean) in the oversight of all grants related to supporting Community Education.

The Associate Dean is an innovative learning leader who works collaboratively with faculty, staff, and other administrators in developing and sustaining high quality academic programs to ensure student success. They will encourage and foster a culture of inquiry about student learning in support of various college strategic initiatives, works in collaboration with District-wide administration, as well as community partners to align programs to college traditional technical and transfer programs. The Associate Dean will collaborate with the Dean in the planning, directing, and evaluating all assigned functions associated with maintaining and delivering quality academic programs.

Characteristic Duties and Responsibilities

  • AHS, Dual Enrollment, GED, HSED, and IET Programs: Guide staff in the development, daily management, and support for each of the five programs at MATC.
  • Stakeholder Relationship Management: Manages relationships with key stakeholders including but not limited to academic and student support offices, pathway staff members, students, industry partners and faculty. Collaborates with teams in various functions and design strategies to improve communication and collaboration across teams. Networks and continuously improves external and internal relationships to aid in faculty development. improvement of instructional delivery, and for program growth. Identifies opportunities for innovation, growth and expansion.
  • Curriculum and Instruction: Under direction of the dean, shall be responsible for the oversight of the development and ongoing review of curriculum through a pathway curriculum committee and the assurance of coordination with other impacted programs across the college. Will also support the dean for required annual program reviews and program vitality process.
  • Strategic Decision Making: Collaborates with the Dean and district wide administration on aligning programs and curriculum to labor market needs and maximize opportunities for student success. Serves as a participant and leader in the Dean's management team. Provide leadership in program and curriculum management.
  • Enrollment and Class Schedule Oversight: Faculty load and assignment is the primary responsibility of the Associate Dean (with final approval by the dean). Coordinates with the Scheduling Offices and Lead Faculty to approve the schedule of classes and assigns staffing as needed for classes. Maintains master course and curriculum files for the assigned academic program. Ensures quality, uniformity and compliance in all publications. Supports the curriculum and instruction delivered within the program to ensure quality, completion, retention and effectiveness of courses.
  • Faculty Administration: Assists with the hiring of all part-time faculty by reviewing credentials, interviewing, and recommending those best qualified for the position. Also, assists the dean with full time faculty hiring, onboarding, and assignments. Ensures that onboarding, FQAS, and evaluations are managed and adhered to within the college's evaluation cycle.
  • Fiscal Administration: Assists with preparing and administering capital, operational and grant budgets, and reconciles and balances accounts. Identifies student and program needs and researches applicable federal and state grants in partnership with the Grants Department and Quality Planning and Assessment teams. Collaborates with the Institutional Effectiveness and Research Department to identify and secure external funding. Assists faculty in managing the program/department budget. Approves budget transfers, monitors spending patterns, and serves as liaison between Dean and lead faculty when adjustments need to be made.
  • Operational Oversight: Performs operational activities related to the assigned academic program such as timesheet approval, office scheduling, purchasing, repair orders, tracking, or maintenance requests.
  • Accreditation Compliance: In conjunction with the Dean, ensures accreditation compliance (as applicable) within the assigned Academic Pathway. Promotes systems and processes that ensure data-informed Academic Pathway Program improvement and accreditation compliance.
  • Data-Informed Decision Making and Continuous Improvement: Leverages data analytics to drive informed decision-making and fosters continuous improvement within the area of responsibility. Analyzes key performance indicators (KPIs) and relevant metrics to gain actionable insights and monitors performance measures aligned with organizational goals. Utilities data to inform strategic and operational decisions. Applies continuous improvement methodologies (e.g., Plan-Do-Study-Act) based on data analysis promoting a data-driven culture and enhancing team data literacy.
  • Committee Participation and System Engagement: Participates in cross-functional committees and organizes, reviews, and debriefs meetings among stakeholders (with an emphasis on academic matters). Attends state-called or other external meetings, including district board meetings as required. May serve as chair/co-chair for college-wide committees. Collaborates with other departments to ensure quality, integrity and effectiveness of Program Advisory Committees that serve the Pathway.
  • Cross Functional Relationships and Collaborative Teamwork: Establishes, maintains, and enhances positive work relationships with staff, faculty, and administrators.
  • Leadership and Supervision: Develops and manages high performing team highly skilled and motivated staff focused on the delivery of quality and value-added services and allocates cross-functional responsibilities and work processes. Responsibilities include hiring, coaching/mentoring, performance management, and progressive discipline as needed.
  • Continuous Learning & Professional Development: Maintains current knowledge of best practices and standards in higher education with an emphasis on community Colleges. Actively organizes and/or participates in applicable workgroups, training, workshops, seminars, committees and professional associations or conferences to promote continuous learning.

Qualifications

Compliance with all state, federal, and accreditation standards/requirements, as well as all MATC policies and procedures.

Required Education Minimums: Must meet ALL required education and experience minimums listed below.

  • A master's degree or higher from an accredited college or university in one of the programs in Community Education or General Education with an emphasis in teaching and learning training and/or education.
  • Required Occupational Experience Minimums: must meet ALL of the requirements listed below.
  • At least three (3) years of experience in the K12 and/or college instructional administration/supervision
  • The equivalent of 2 (two) years of full-time teaching
  • At least one (1) year involved in direct supervision of student services programs in K-12 or higher education.
  • At least one (1) year involved in direct supervision of faculty in teaching roles (may also include apprenticeships, clinical sites, continuing education, or lab-based instruction)
  • At least three (3) years of staff supervision or one (1) year of staff supervision combined with an Emerging Leaders (internal MATC program) completion equivalency.

Supervisory Responsibilities: Provides direct supervision to managerial, supervisory, and professional personnel, regularly delegating work assignments and offering input on hiring decisions, coaching, counseling, training, and approving time off.

Preferred Education & Experience: In addition to the required minimums listed above.

  • A master's degree or higher with four (4) years of K -16 experience in a field related to one of the programs in the pathway or applicable/relevant field. Five (5) or more years of full-time teaching experience (or equivalent) with more than one (1) year in the direct supervision of faculty in teaching roles. More than three (3) years in supervisory and/or administrative responsibilities including faculty and managing teams.

Supplemental Information

Start Date: This position supports the Community Education Division and is available to start as soon as possible.

Hours: This position requires 40 hours per week, 100% on site/in person at our downtown Milwaukee Campus. The standard schedule is Monday through Friday, generally between the hours of 8:00am - 4:30pm. Employees will conduct all work hours in the State of Wisconsin, performing work outside the state is strictly prohibited.

Salary Information: Salary is listed to the midpoint of the range and placement is determined based on years of experience, internal salary equity, and a review of the applicants employment and educational background as listed on the fully completed job application.

Health Insurance

  • MATC offers a choice between two medical insurance plans. See below for plan types:

Upon selection, the coverage begins the first of the month following start date. You will have 30 days from your start date to enroll. MATC contributes a generous percentage towards medical insurance premium. Both medical plans include prescription drug coverage at no additional cost to employees. Employees are offered an option to enroll in a Health Care Flexible Spending Account (FSA) with the selection of the Low Deductible PPO plan. Employees are offered an option to enroll in a Health Savings Account (HSA) with the selection of the High Deductible PPO plan with employer contributions.

Dental Insurance

  • MATC offers a group dental plan through Delta Dental.
  • Upon selection, the dental insurance plan coverage begins the first of the month following start date.
  • Annual maximum per covered person is $2,500; plan covers preventive, routine, restoration, and has an orthodontic benefit for dependents up to age 19.

Vision Insurance

  • MATC offers a group vision plan through Superior Vision..Upon selection, the vision insurance plan coverage begins the first of the month following start date.
  • Plan covers eye exam, frames, lenses and contact lenses.

Group Life Insurance

  • MATC offers group term life insurance benefits through Madison National Life Insurance Company effective the first of the month of start date and is fully paid for by the College. The amount of insurance is based upon the employee's annual earnings rounded to the higher $1,000.00. The benefit is doubled in the event of accidental death.
  • Supplemental Life Insurance is also available at group rates for employees, spouses, and dependents to purchase.

Long-Term Disability

  • MATC offers long-term disability insurance through Madison National Life Company after 30 days of employment and is fully paid for by the College. Benefits provided are equal to 66 2/3% of base monthly earnings.

Flexible Spending Accounts

  • MATC offers two types of Flexible Spending Accounts (FSA):
  • Health Care FSA
  • Dependent Care FSA

This type of benefit allows employees to set aside pre-tax dollars per calendar year for a variety of medical, dental, and vision expenses (for a Health Care FSA) and for day care expenses for children under 13 or family members that are dependent on you for more than half their support (for a Dependent Care FSA) up to a maximum amount.

Retirement Savings

  • Regular full-time employees of MATC who are hired for greater than 12 months become members of the Wisconsin Retirement System (WRS)'s pension system as of day one of employment. The College currently pays the full cost of the employer contribution (6.9%), and the employee pays the full part of the employee contribution of 6.9% of salary. There is a five year vesting period requirement in order to qualify for any employer contributions made on the employees behalf. Contribution rates are subject to change annually as set by the State.
  • In addition to the WRS pension account, employees may enroll in other optional retirement savings plan such as a 403(b) account or a 457 account on a pre-tax or post-tax basis.

Sick Leave

  • MATC offers employees a generous sick leave plan per year.
  • Each employee may accumulate up to 165 days of full sick leave with an unlimited accumulation of half pay sick leave.

Vacation

  • MATC offers a vacation policy to employees for the purpose of rest and relaxation.
  • Vacation is earned at a generous rate each year of employment. (Not available for Instructors)

Paid & Flexible (Floating) Holidays

  • MATC offers 12 paid holidays for non-Faculty positions and 7 paid holidays for Faculty positions.
