Oversees, directs, plans, and organizes maintenance and repair of college buildings, and operations, including electrical and mechanical systems involving air conditioning, heating and ventilation, and associated utilities as well as maintenance and operation of building utility systems involving domestic and chilled water, electricity, gas, storm, steam network, and sanitary sewage. Provides overall and independent supervision, management and evaluation of campus wide projects involving construction managers,
architects, contractors, and subcontractors. Oversees, assigns, and manages the college CMMS work order system; maintains CAD and BIM archives; submits APPA Key Performance Indicators; utilizes GIS data coordination and accesses college business system portal, currently PeopleSoft, to further department projects. Plans, organizes, coordinates, and supervises the work of maintenance personnel.
Collaborates with Purchasing to develop bid documents and related documents, evaluate submittals and assist in award recommendations. Ensures responsive, timely, and thorough responses to the needs of the College community. Encourages and supports staff in taking responsibility for their areas, improving their professional standing, the department’s customer service, and project success. Position is responsible for the oversight and upkeep of the physical plant to ensure that buildings and infrastructure are properly maintained to provide a safe environment conducive to academic learning. By being proactive in addressing building deficiencies departments, programs, and classes are able to operate unimpeded.

ESSENTIAL FUNCTIONS
- Responsible for all aspects of the physical plant trades encompassing; electrical; carpentry; plumbing; heating, ventilation and cooling; painting; utility maintenance; elevators; fire alarms; fire protection; steam traps; and other systems
- Responsible for the campus work order system: FMX
- Responsible for trade personnel management including training, evaluation, planning and scheduling
- Responsible for budgetary constraints and controlling costs related to day-to-day maintenance work, projects, renovations, overtime hours, compensatory hours, etc.
- Responsible for safety and security of personnel and assets
- Responsible for compliance with all OSHA, MIOSHA, state and city code adherence, life safety issues, and college policies and procedures
- Responsible for ADA compliance
- Provide independent management and supervision to college facility bond/capital outlay projects, new construction, renovations and internal facility projects ranging from $1,000 to exceeding $1,000,000, particularly those with major infrastructure improvements with trades staff involvement and input
- Provides leadership, supervision, and technical coordination to skilled trades
- Serves as the primary after-hours on-call administrator for Facilities Management, responding to and coordinating the college's response to emergent facilities and infrastructure issues, including vandalism, utility interruptions, flooding, fires, fire alarm activations, and other conditions affecting the safety, security, or continuity of college operations.
- Assesses situations, mobilizes appropriate personnel and emergency resources, coordinates with GRCC Police and external agencies as necessary, and ensures timely communication, mitigation, and follow-up.
- Demonstrated ability to assess and respond effectively to facilities emergencies, make sound decisions under pressure, and coordinate personnel and resources during unplanned events.
- Remote or on-campus work may be required, during nights, weekends, holidays, and other times outside normal scheduled work hours.
- Regular attendance during normal scheduled work hours is required. Being present is essential for serving customers and performing the essential functions of this position.

JOB SPECIFICATIONS
Educational Credentials
- Bachelor’s degree in Facilities Management, Construction Management, Engineering, or a related field or an equivalent combination of education, skilled-trades training, certifications, and progressively responsible facilities experience.
- Extensive experience in one or more skilled trades, building systems, utilities, construction, or facilities operations may be considered in lieu of a bachelor’s degree when combined with demonstrated leadership and management experience.
- Certification in a recognized skilled trade, journeyman or master-level trade credential, facilities management certification, or other relevant professional certification is preferred.
- APPA CEFP certification preferred; candidates without the certification may be expected to obtain it within an agreed-upon period.
Work Experience
- ? Over 5 years of progressively responsible experience in facilities management, skilled trades, construction, building operations, or a related field, with demonstrated experience leading people, projects, or operations.
- Demonstrated ability to apply extensive practical knowledge of building systems, skilled trades, maintenance practices, construction, and/or facilities operations to the management of a complex physical plant.
- Experience supervising, coordinating, mentoring, or directing skilled-trades personnel, contractors, vendors, or project teams.
- Experience planning and prioritizing maintenance activities, responding to building and infrastructure issues, and coordinating resources to complete work safely, efficiently, and effectively.
- Experience managing large-scale infrastructure, Building Automation Systems (BAS), or smart sensor networks across complex facilities.
- Demonstrated ability to quickly adapt to and master specialized management software—such as Microsoft Office, CMMS, GIS, or project scheduling tools—within 6–12 months of hire.
- Experience in the preparation of, or directly contributing to, bid documents, RFPs, RFQs, and complex technical reports.
