Job Summary

This position is located in the Department of Employment Services (DOES), Office of Paid Family Leave (OPFL). The Department of Employment Services (DOES) mission is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities. The mission of OPFL is to plan, develop, and administer a paid leave system for individuals employed in the District of Columbia under the provisions of the Universal Paid Leave Amendment Act of 2016. This includes the collection of paid leave insurance taxes from employers in the District of Columbia, and the disbursement of benefits to claimants who qualify for paid leave insurance payments. OPFL is composed of the Division of Tax (collection of taxes, premiums, contributions, and fees); Division of Benefits (payment of paid leave benefits); Benefit Payment Control (detection of fraud and overpayments); Appeals (fair hearings on protested claims); and Support (procedures, budget, studies, etc.).

The incumbent serves as an Associate Director, responsible for managing all assigned departmental programs and functions, and overseeing financial and budgetary management, operations review, administrative direction, and quality control to ensure effective program performance within OPFL.

Duties and Responsibilities

Plans, organizes, directs, implements, and oversees the District of Columbia''s PFL Program. Formulates, develops, promulgates, and executes relative policies, rules, regulations, resolutions, and standards. Demonstrates managerial and supervisory skills and the ability to direct the work and administrative activities of managers, supervisors, analysts, specialists, technicians and clerical personnel; approves and disapproves leave; interviews candidates for vacant positions in the office, recommends and makes selections for the vacancies; resolves problems; takes disciplinary action; recommends promotions, reassignments, other changes to the organizational structure and recognizes outstanding performance of assigned employees; excellent communications and customer service relationships.

Establishes an adequate program for PFL, including a program for the collection of taxes, payment of benefits, the prevention and detection of fraud, recovery of overpayments, handling appeals and the disqualification of benefits for claimants. Develops policies and procedures relating to eligibility of benefits, disqualifications, cancellation of benefits, handling appeals; and the study, development, and use of proper and efficient methods and research to prepare new legislation. Monitors progress of service delivery elements through standard operating procedures, performance analysis strategies, and trainings to achieve timely and effective utilization of available services.

Qualifications and Education

Applicants must have at least one (1) year of specialized experience equivalent to the grade 14 level, or its non-District equivalent. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Seven (7) years of professional level experience in PFL tax or benefits work or in the monitoring of programs for compliance with statutes and/or other programs requirements is preferred. At least three (3) years supervisory experience preferred.

Bachelor's and or master's degree in business administration, economics, finance, public administration, or a related degree preferred.

Tour of Duty: Monday-Friday 8:30 am- 5:00 pm

Operational Status: In-person reporting with limited telework and flexible work schedules available upon eligibility.

Duration of Appointment: Management Supervisory Service (MSS), At-will. Positions in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Pay Plan, Series, Grade: MS-0301-15

Salary: $127,030-$177,839; Based on qualifications and funding

Collective Bargaining Unit (non-Union): This position is not in a collective bargaining unit.

Position Designation: This position is designated as Security Sensitive. The incumbents of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability.

Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years from the date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
