    Project/Unit Description

    The Electronic Systems Laboratory (ELSYS) is currently seeking an Associate Division Chief in the Electronic Systems Lifecycle (ESL) Division, located in Warner Robins. ESL conducts research and engineering support spanning the full lifecycle of a broad range of electronic systems. Operating primarily in support of Robins Air Force Base (AFB) in Warner Robins, Georgia, ESL specializes in advancing Electronic Warfare (EW) and related technologies. The division's expertise covers a wide spectrum of activities, including system prototyping, technology insertion, systems and facility modernization, Test and Evaluation (T&E), cybersecurity engineering, and comprehensive system analysis. ESL plays a vital role in the development and enhancement of both emerging and fielded systems and platforms.

    Job Purpose

    Lead multiple sponsored research projects. Assist Division Chief with operations including overhead budget management, hiring, AIS support and facilities management.

    Additional Responsibilities

    • Maintain knowledge of sponsor portfolios of projects across all divisions in the laboratory, and maintain knowledge of complementary technical area or technology overlaps
    • Develop an understanding of lab’s strategic plans and develop, execute, and sustain division strategic plans to promote and enhance sponsored project portfolios and technical capabilities
    • Maintain knowledge of government and Institute regulations that govern GTRI projects and personnel
    • Assist the Division Chief in developing and executing the division spend plan
    • Train and mentor division members (including research faculty and student researchers) to develop expertise in multiple engineering disciplines, conduct and publish novel research activities, and identify professional development and training opportunities
    • Lead division business development activities, sponsor engagement, and the demonstration of division capabilities to internal and external organizations
    • Write proposals and white papers and assist with proposal and white paper development across the division
    • Assist the Division Chief with administrative actions, including the recruitment, hiring and termination of division personnel, execution of performance appraisals, development and execution of performance improvement plans, review and approval of employee timesheets
    • Assist Division Chief and Lab Director with facilities management, office assignments, personnel moves, furniture planning, lab allocations, and equipment/modernization decisions

    Required Minimum Qualifications

    • Extensive experience in projects and/or program management if the experience was gained at GTRI, then it could include being a task lead with budgetary authority
    • Extensive experience in program development, including sponsor relations, writing white papers and leading proposal efforts
    • Demonstrated expertise in one or more technical areas relevant to the Division: electronic systems development, software development, system security engineering/cybersecurity, electronic systems testing, and systems engineering

    Preferred Qualifications

    • Active Top Secret Clearance
    • Experience in GTRI organizational management
    • Expert level of proficiency with Microsoft Excel, JIRA, Confluence, and Box
    • Experience authoring and delivering technical briefings
    • Excellent communication skills

    Travel Requirements

    10% - 25% travel

    • 5 years of related experience with a Bachelor’s degree in Electrical Engineering, Computer Engineering, Cybersecurity, Computer Science, Physics, or related fields of study
    • 3 years of related experience with a Masters’ degree in Electrical Engineering, Computer Engineering, Cybersecurity, Computer Science, Physics, or related fields of study
    • 0 years of related experience with a Ph.D. in Electrical Engineering, Computer Engineering, Cybersecurity, Computer Science, Physics, or related fields of study

    U.S. Citizenship Requirements

    Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.

    Clearance Type Required
