Position SummaryThe City of Moreno Valley is hiring an Associate Engineer II in the Public Works Land Development Division. This position is budgeted at the Senior Engineer, P.E. level, with potential underfilling at Associate Engineer II level. Incumbents may be eligible for promotion to the Senior Engineer, P.E. level upon meeting the established qualifications, demonstrated performance, and management approval. Promotion is not guaranteed. This role supports planning, design, and execution of public works, land development, transportation, and utility projects, performing technical reviews, field inspections, compliance oversight, and preparing project documentation.Key ResponsibilitiesConduct technical reviews of plans and reports.Perform field inspections and ensure contractor and consultant compliance.Prepare thorough project documentation.Act as liaison between City departments, external developers, engineers, and the public.Manage multiple priorities with professionalism and sound judgment.Ideal CandidateStrong technical knowledge of engineering principles and practices related to public works and land development.Proficient in reviewing complex plans, including grading, street improvements, and utility layouts, and technical reports such as hydrology and water quality plans.Demonstrated analytical skills in engineering calculations, managing permits, coordinating construction inspections, and overseeing developer-driven projects.Detail‑oriented, organized, and maintains accurate project documentation.Excellent communication skills for collaboration with City staff, consultants, contractors, and the public.Proficiency in Accela for plan‑check workflows, permit tracking, and inspection documentation.Minimum QualificationsBachelor's degree in civil engineering, electrical engineering, or equivalent related work experience.Three years of progressively responsible land development design and field experience or capital construction project engineering or electrical engineering experience.Valid and current registration as a Professional Civil or Electrical Engineer with the California State Licensing Board.Distinguishing CharacteristicsAssociate Engineer II is a registered professional engineering-level position within the Public Works Land Development Division.
