Duties Description The New York State Education Department's (NYSED) Office of Education Policy is seeking candidates for an Associate in Teacher Education position in the Office of Teacher and Leader Development. This Office is responsible for developing and implementing policies and programs that support the development of teachers and school leaders across the career continuum, including recruitment, preparation, certification, induction, retention, and professional learning. Duties of this position include, but are not limited to, the following:

• Oversee the development, implementation, and ongoing administration of the Accelerated Teacher Preparation Pathway (ATPP) and Pathways in Teaching Early College High School (P-TEACH) programs;
• Oversee the review of applications from educator preparation program (EPP) and local educational agency (LEA) partnerships seeking to establish practice-based accelerated teacher preparation programs and develop recommendations regarding program approval based on applicable statutory, regulatory, and program requirements;
• Develop and administer Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and other application and competitive funding processes associated with ATPP, P-TEACH, and other related initiatives;
• Manage and monitor grant awards supporting ATPP, P-TEACH, and other related initiatives, including monitoring progress toward program goals and required activities, reviewing program data, reports, and evaluation findings, and supporting continuous improvement throughout the grant period;
• Develop and deliver guidance, tools, resources, and technical assistance to EPPs, LEAs, school districts, institutions of higher education (IHEs), and other participating partners to support effective implementation of programs;
• Facilitate collaboration among internal and external stakeholders involved in the development and implementation of programs;
• Review research and analyze program data to assess implementation, identify promising practices and challenges, and inform program improvement and future policy and programmatic decisions related to programs;
• Prepare reports, presentations, guidance, training, correspondence, and other materials related to the development, implementation, monitoring, and outcomes of programs; and
• Perform other duties as assigned.

Minimum Qualifications NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

• A Masters degree AND four years of professional experience in the field of education at a college, university, higher education agency, or professional association and two years of specialized experience; this experience must have been in an administrative or faculty position with responsibility for the preparation or certification of classroom teachers, school leaders, or pupil personnel service providers, in such areas as development, review, or offering of these programs. One year of experience as a permanent certified teacher may substitute for up to one year of specialized experience. A doctorate can substitute for one year of non-specialized experience.

PROMOTION: Current State employees must have one year of permanent service as an Assistant in Teacher Education.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Teacher Education.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:

• Master's degree AND four years of professional experience in the field of education at a college, university, higher education agency, or professional association. Two years of this experience must have been in an administrative or faculty position with responsibility for the preparation or certification of classroom teachers, school leaders, or pupil personnel service providers, in such areas as development, review, or offering of these programs. One year of experience as a permanent certified teacher may be substituted for up to one year of specialized experience. A doctorate can substitute for one year of non-specialized experience.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

PREFERRED QUALIFICATIONS:

Preference will be given to applicants with knowledge of educator preparation and educator workforce development and experience in one or more of the following:

• Grant development, grant management, and/or administration of competitive grant programs;
• Program management and implementation of educator preparation, educator pipeline, or related education initiatives;
• Developing or implementing partnerships among IHEs, LEAs, EPPs, and other education partners;
• Reviewing, evaluating, or supporting the development of educator preparation programs or other education program proposals;
• Providing technical assistance and guidance to IHEs, LEAs, EPPs, and other education partners;
• Monitoring program implementation, analyzing program data, and using findings to support continuous improvement; and
• Developing guidance, reports, presentations, or other resources for education programs and initiatives.

This experience should reflect a demonstrated ability to manage complex initiatives, collaborate with diverse stakeholders, analyze program implementation and outcomes, and support the successful implementation and continuous improvement of education programs.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive or non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Verification of master's degree and experience will be required at the time of interview for all candidates. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 10% in-state/Statewide travel.

This position leads to a maximum salary of $130,626 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
