ABOUT THE POSITION
The County of Riverside Transportation Department Survey Division has an opening for an Associate Land Surveyor (Associate Surveyor). The position will be assigned to either the office or out in the field in Riverside.
The successful candidate will possess excellent customer service for both internal and external customers, be innovative and solution-oriented, and be a team player.
Overview of responsibilities in the office setting, the incumbent in this position will perform a variety of professional tasks that include, but are not limited to the following: map preparation, map checking (Parcel Map, Tract Map, and Records of Survey), corner record checking, minor land case review (Parcel Mergers, Lot Line Adjustments, and Certificates of Compliance), boundary analysis, researching historical and official records, CADD drafting, reducing/analyzing field data, computing horizontal alignments, creating 3-D surface models from survey points, processing drone data, preparing plats and exhibits, writing and reviewing legal descriptions for land acquisitions, customer service, assist customers at our public research counter, and provide resolution to boundary issues and discrepancies.
Overview of responsibilities for out in the field, the incumbent in this position will perform a variety of professional tasks that include, but are not limited to the following: preliminary, boundary, design, topographic, GPS, geodetic, right-of-way, photogrammetric, and construction surveys. The incumbent will also reduce and analyze field observations, be familiar with opening and editing CADD data, computing horizontal and vertical alignments, computing cut sheets for construction staking, and performing land records research for various capital improvement projects.
The department seeks applicants with robust knowledge of surveying principles as outlined in the California Professional Land Surveyors Act and the Subdivision Map Act, and the ability to perform complex office surveying work. The most competitive candidates will be those with demonstrated ability to effectively lead staff in dynamic and difficult situations, a desire to develop and train crew members, and strong intrapersonal skills to communicate with other County staff and contractors. Applicants with experience surveying for a government entity and experience with Civil 3D and MicroStation drafting platforms are highly desired.
The Associate Surveyor is the advanced journey level classification in the Surveyor series and reports to an appropriate supervisory or manager level position. Incumbents are responsible for exercising considerable judgment and independence in performing assignments of above average difficulty which require a comprehensive knowledge of assigned projects, programs and land surveying. Incumbents may act as a project lead, provide task supervision or training for staff.
The Associate Surveyor is distinguished from the Senior Surveyor and Senior Land Surveyor in that the latter are supervisory level classifications in the surveyor series.
Advancement to the Senior Surveyor or Senior Land Surveyor is obtained by competitive selection through an open recruitment.

The Riverside County Transportation Department, Survey Division services the public with land records research, processes over 19 different case types for the public, and is responsible for all land surveying functions within the Transportation Department who offers its services to other County Departments, and local agencies.

MINIMUM QUALIFICATIONS
OPTION I
Experience: Two years as an Engineering Technician II for Riverside County, or five years of subprofessional surveying (an associate's degree or higher from an accredited college or university in surveying, geomatics, geospatial engineering, or a related field to the assignment may substitute for one or more years of the required sub-professional surveying experience).
OPTION II
Experience: One year as a Senior Engineering Technician for Riverside County, or two years of subprofessional surveying (an associate's degree or higher from an accredited college or university in surveying, geomatics, geospatial engineering, or a related field to the assignment may substitute for one or more years of the required sub-professional surveying experience).
ALL OPTIONS
Knowledge of: Advanced mathematical concepts, including the principles of algebra and geometry as applied in surveying work; laws, regulations or ordinances pertaining to surveying practices, subdivisions of land, boundary locations, mapping, or other work assigned; land survey theory, tools and principles involved in production of technical maps, exhibits, drawings, and models with survey precision; operation and use of mapping software and equipment related to land surveying; principles and processes for providing customer service; survey, design, planning, construction, photogrammetry, right-of-way, and land acquisition principles and practices; survey programs and software and practical applications; technical report writing and preparation.
Ability to: Read and interpret maps, diagrams, survey records, and data; review and adjust survey data and perform difficult survey analysis; read and understand information and ideas presented in writing; perform difficult mathematical calculations and precise measurements; use a variety of business and survey applications and equipment; operate and maintain complex precision instruments or equipment; problem solve and prioritize work assignments; communicate clearly and concisely, both verbally and in writing; prepare complex technical reports and correspondence; establish and maintain effective working relationships.
Physical Requirements: The Associate Surveyor will perform duties both in the office and in the field. Office work includes handling large-format survey maps, blueprints, and rims of paper. Fieldwork involves outdoor surveying in various environments and weather conditions, including exposure to heat, cold, wind, and uneven terrain. The position requires independent physical mobility and the ability to lift and transport survey instruments and tools-such as GPS units, Total Stations, Levels, tripods, measuring wheels, and survey stakes- weighing up to 50 pounds.
Other Requirements
License/Certificate: Possession of a valid California Drivers License.
A valid Land Surveyor-in-Training (L.S.I.T) certificate.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0 < 3 year = 80 Hours (10 Days)
4 < 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY:
Employees contribute to State Disability Insurance (SDI), which provides wage replacement benefits for those unable to work due to non-work-related illness, injury, or pregnancy. SDI also includes Paid Family Leave benefits. The wage replacement rate, as defined by current law, is between 60-70% of wages earned during the SDI eligibility period. Benefits can be coordinated with other available leave balances to provide up to 100% of regular pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
