Job Summary:

Under the general direction of the Staff Management Auditor, the Associate Management Auditor (AMA) works independently with limited supervision and performs the internal audit function for the department. The AMA acts as the lead auditor, provides direction for other auditors, and may conduct highly sensitive special investigations. The AMA performs the evaluation of the department's internal control structure as required by Government Code 13405(a). The AMA must be proficient in all aspects of an audit, including, but not limited to; planning the audit, evaluating control structures, performing tests of transactions, developing sound conclusions and developing written audit reports. The AMA must have knowledge and understanding of the International Standards for the Professional Practice of Internal Auditing (ISPPIA) and Generally Accepted Government Auditing Standards (GAGAS). The AMA must have a fiscal education and background.

The AMA position may require up to 30% travel.

Working Conditions

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

The California Governor's Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

The Office of Audits and Investigations (OAI) for Cal OES was established in 2007. OAI is comprised of Internal Audits, External Audits, and Investigations. Furthermore, OAI reports administratively and functionally to the Chief Deputy Director of Cal OES.

OAI staff consist of experienced journey-level and senior auditors who provide high-quality, independent, and objective audit services. These services are performed in accordance with professional auditing standards set by the Institute of Internal Auditors (IIA) and in compliance with Generally Accepted Government Auditing Standards (GAGAS).

The Internal Audits Units are responsible for audits of Cal OES's internal operations to evaluate the effectiveness and efficiency of internal controls, ensure compliance with state and federal rules, laws, and regulations, and assessing the reliability of Cal OES's financial reporting.

The External Audits Unit audits Cal OES Grant Subrecipients to ensure compliance with applicable regulations, laws, and Grant Subaward terms and conditions. Items that External Audits Unit's review include but is not limited to

organization operations, internal and management controls, and Grant Subaward-related activities and expenditures.

The Investigations Unit is comprised of experienced professionals. This unit employs a systematic approach to gather evidence, analyze data, and provide comprehensive findings that inform strategic decisions and ensure accountability across all Cal OES programs. This investigation unit addresses sensitive issues which include fraud, waste, abuse, or misappropriation of state or federal resources involving Cal OES employees or entities entrusted with grant funds administered by Cal OES. All investigations are

In addition, OAI serves as an audit liaison for all audits and reviews of Cal OES conducted by federal and state agencies. This function is led by the Audit Chief and Audit Coordinator. The Audit Coordinator serves as the key point of contact between the department and external or internal auditors. Their role is to ensure effective communication, coordination, and resolution of audit-related matters.
