Associate Property Agent positions perform varied and moderately difficult professional real property transactions in the Department of Real Estate and Airport Management, in one or more of the following major functional areas: Acquisitions, Dispositions, Lease Administration, Municipal Asset Services and Valuations; conduct appraisals/valuations; negotiate relocation and rights-of-way; lease administration; real property and asset management; general aviation property leasing and development; assess property to be acquired, sold or leased; negotiate and prepare lease and rental agreements; provide relocation services to individuals or businesses displaced by City-sponsored projects; conduct property investigations, prepare reports, financial analysis, and recommendations; may also lead the work of and assist in the training of other professional staff members; and perform other duties as assigned.

NOTES:

  • Employees in job classifications represented by the Municipal Employees Association (MEA) are scheduled to receive the following general wage increases:

  • 3.5% effective 7/1/27

  • 2% effective 7/1/28

  • 2% effective 1/1/29

  • Eligible benefited employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).

MINIMUM REQUIREMENTS

You must meet the following requirements on the date you apply, unless otherwise indicated.

EDUCATION: Bachelors Degree or equivalent education (i.e., minimum completed units = 120 semester/180 quarter).

NOTE:

  • Additional qualifying professional-level experience may be substituted for education lacked on a year-for-year basis. One year of full-time experience = 30 semester/45 quarter college-level units.

EXPERIENCE: Two years of full-time commercial real estate property transactional experience in at least ONE of the following areas:

  • Appraisal/valuation
  • Acquisitions and dispositions
  • Relocation and right-of-way
  • Property and/or asset management
  • Commercial sales/leasing
  • Commercial real estate brokerage

NOTES:

  • Qualifying acquisitions and dispositions experience MUST include the sale, purchase, or lease of commercial office, retail, industrial, or unimproved property.

  • Qualifying property management experience MUST include at least ONE of the following areas:

  • Lease negotiations and administration;

  • Asset and/or property management of commercial or industrial complexes;

  • preparation of development leases and sales packages.

  • Consulting or Single-Family Residential (SFR) experience is NOT qualifying.

  • City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.

LICENSE: A valid California Class C Drivers License is required at the time of hire.

HIGHLY DESIRABLE(S):

  • Experience in a governmental or public agency, which includes experience in the oversight and evaluation of commercial real estate transactions, land use and development policy, and real estate finance and/or economics.
  • Experience in complex commercial lease negotiations and administration of ground leases.
  • Experience in conducting complex financial analysis and preparing reports.
  • Experience with space planning and leasing of commercial office space.
  • Experience with GIS, mapping, and review of surveys, plats, and legal descriptions.
  • Experience with FAA regulations as to how they apply to airport obligated leases and land.
