City of Folsom - Associate/Senior Civil EngineerLocation : Foothills of the Sierra Nevada, 20 miles east of Sacramento, about 1.5 hours from Lake Tahoe. Folsom offers beautiful parks, trails, excellent schools, family‑oriented neighborhoods, and a range of high‑tech businesses.Position : Associate Civil Engineer (T92) or Senior Civil Engineer (T97). Both are exempt, in‑office Monday‑Friday, 8:00 am – 5:00 pm.ResponsibilitiesAssociate Civil Engineer ResponsibilitiesPerform professional engineering work related to civil engineering, including planning, designing, and implementing the City's Capital Improvement Program.Review and process plans and maps for private development projects.Check plans for accuracy, suitability, and completeness; recommend revisions and improvements.Review specifications for completeness and accuracy against City standards and specifications.Prepare preliminary and final cost estimates.Assist in administering contracts with outside consultants as appropriate.Assist in preparing technical analyses and writing staff reports and other public documents.Review work and tasks performed by subordinates.Perform field inspections to verify compliance with contract or design documents and recommend solutions for in‑field problems.Recommend and monitor billings.Present on behalf of the City to boards, commissions, and committees.Assist in budget preparation and project scoping.Attend and present information to commissions and committees.Attend and participate in meetings, conferences, workshops, and training sessions.Confer with contractors, consulting engineers, and members of the public.Serve as a guide and mentor to lower‑level engineering staff.Perform related duties as assigned.Senior Civil Engineer ResponsibilitiesPlan, assign, direct, and supervise work related to design and construction of roads, buildings, utilities, and public works projects.Develop plans, estimates, and deliverables for public works projects.Prepare staff reports and supporting technical analysis.Oversee review of developer pre‑designs, designs, and construction activities for the department.Inspect project sites to identify and solve difficult problems.Interpret specifications and city policy; apply relevant codes, ordinances, rules, and regulations.Conduct special technical studies and investigations.Review technical reports and studies; verify accuracy and compliance.Participate in review of plans, specifications, and private development proposals.Review and prepare environmental assessments and clearances.Serve as subject matter expert on engineering matters at council, committee, and commission meetings.Coordinate resolution of engineering discrepancies and challenging situations.Prepare reports and special studies related to submitted plans and documents.Prepare and review project quantity and cost estimates; analyze structures, roadways, and other project sites.Perform complex project engineering work for groups of smaller or major construction projects.Monitor compliance of contract work with plans, specifications, codes, and deadlines.Plan and oversee construction of City facilities and inspection activities.Assist in preparation of the capital improvement plan and budget.Review and sign engineering plans for CIP and development projects, when delegated.Support Community Facilities District financing and implementation.Coordinate with other agencies and city departments.Assist in budget preparation and administration for the department.Supervise, train, and evaluate personnel and assigned staff.Perform related duties as assigned.Knowledge, Skills, and AbilitiesAssociate Civil EngineerPrinciples and practices of civil engineering.Modern methods and techniques for design, construction, and surveying.Engineering concepts and practices for plans and specifications.Applicable laws, regulatory codes, and current literature.Principles of supervision and training.Common word processing, spreadsheet, and database software.Senior Civil EngineerPrinciples and practices of structural engineering and material properties.Building construction practices, procedures, and codes.Soil conditions, types, and formations.Engineering practices for public works projects.Acquisition procedures and real property law.Organization, administration, and personnel management principles.Preparation of technical analysis and clear communication skills.EducationTwo bachelor's degrees are required: one in civil engineering, mechanical engineering, or a closely related field. (Associate: 4‑year degree; Senior: 5‑year experience after degree.)ExperienceAssociate Civil Engineer : Two years of full‑time, increasingly responsible engineering experience equivalent to an Assistant Engineer.Senior Civil Engineer : Five years of full‑time, increasingly responsible professional civil engineering experience, including significant supervisory experience.License, Certificate, and Registration RequirementsPossession of, or ability to obtain, a valid California Class C driver license by appointment (special considerations for disability).Possession of a valid Certificate of Registration as a Civil Engineer in California.Physical RequirementsThe job involves typical office and field environments: frequent keyboard use, sitting, standing, walking, occasional bending or squatting, occasional lifting up to 25 pounds, and reading close‑up.
