Position Summary

Winston-Salem State University is seeking an Associate Vice Chancellor for Financial Services & Deputy Chief Financial Officer.

The Associate Vice Chancellor for Financial Services & Deputy Chief Financial Officer (Deputy CFO) serves as the senior administrator responsible for the University's financial services operations and functions as the Deputy Chief Financial Officer. Reporting to the Chief Operating Officer (COO), the Deputy CFO serves as the principal deputy to the COO for financial administration and provides leadership and oversight for the University's financial operations, including accounting, financial reporting, budgeting, purchasing, contracts and grants, payroll, student financial services, treasury operations, financial systems, tax compliance, debt administration, shared business services, and financial analytics. The Deputy CFO supports the Chief Operating Officer by implementing institutional financial priorities, ensuring compliance with applicable laws, regulations, UNC System policies, and University procedures, providing financial analyses and recommendations, and leading continuous improvement of financial operations and customer service across the University.

Key Responsibilities of the Associate Vice Chancellor for Financial Services & Deputy Chief Financial Officer:

Leadership and Administrative Support

• Serve as the principal deputy to the Chief Operating Officer on financial administration and financial operations.
• Assist the COO in implementing institutional financial priorities and operational initiatives.
• Provide financial analyses, operational recommendations, and decision support to the COO, Chancellor, Cabinet, and University leadership.
• Represent the COO on financial and administrative matters as delegated.
• Coordinate financial activities with the UNC System Office, Office of State Controller, Office of State Budget and Management, Office of State Treasurer, Office of State Auditor, and other external agencies.
• Provide leadership for financial operations in the absence of the COO, as assigned.

Financial Services Administration

• Direct and manage the day-to-day administration of five (5) direct reports including the Controller's Office, Financial Reporting, General Accounting, Accounts Payable, Student Accounts/Cashiers, Purchasing, Contracts and Grants, Financial Planning and Budget, Financial Systems, Tax Compliance, Treasury Operations, Debt Administration, Endowment Accounting, and Financial Analytics. This includes assuring the integrity of university financial systems and business controls, delivering high-quality customer service for internal campus clients, and serving as liaison to financial leaders from external entities including the Office of the State Controller, the State Auditor, UNC System Office, and the Office of State Budget and Management (OSBM).
• Ensure timely, accurate, and transparent financial reporting in accordance with applicable accounting standards and UNC System, State, and federal requirements.
• Implement financial policies and procedures approved by University leadership.
• Maintain effective internal controls and ensure compliance with applicable financial laws, regulations, and policies.
• Lead operational improvements that enhance efficiency, customer service, accountability, and stewardship.

Shared Business Services

• Provide administrative oversight of the University's shared business services supporting academic and administrative units.
• Develop standardized financial processes and customer service practices across supported units.
• Serve as an internal subject matter expert, champion, and sponsor of business process improvement and policy change initiatives.
• Ensure consistent application of financial policies, procedures, and internal controls.
• Promote operational excellence by fostering staff development, driving process improvement and automation, and leading continuous assessment initiatives.

WSSU Foundation Financial Administration

• Provide administrative oversight and coordination of financial operations supporting the Winston-Salem State University Foundation.
• Oversee Foundation accounting coordination, financial reporting, endowment administration, investments, banking activities, financial reconciliations, and budgeting support.
• Support implementation of Foundation financial policies and initiatives under the direction of the COO in the Treasurer role.
• Coordinate financial activities between the University and Foundation to promote sound financial stewardship and operational alignment.

Financial Planning, Analysis & Continuous Improvement

• Develop financial forecasts, operational analyses, dashboards, and business intelligence reports to support decisions of the COO and University leadership.
• Support annual operating and capital budget development.
• Prepare financial models and analyses for operational initiatives, capital projects, and resource planning.
• Lead implementation of Banner and other financial system enhancements, automation initiatives, and business process improvements.
• Identify opportunities for improvement, engage appropriate stakeholders and subject matter experts, establish clear goals and objectives, and ensure the successful implementation of solutions that enhance operational effectiveness and efficiency.

Department Required Skills

• Master's degree in Accounting, Finance, Business Administration, Public Administration, or a related field
• 8-10 years of progressively responsible financial management experience
• Demonstrated experience leading multiple financial functions, including accounting, budgeting, financial reporting, compliance, and personnel management, with knowledge of governmental accounting, internal controls, ERP systems, and public sector financial administration.

Preferred Years Experience, Skills, Training, Education

Candidates with the Certified Public Accountant (CPA) designation and experience within the UNC System is preferred.
