Responsibilities
The Associate Vice President, Business Operations provides leadership for assigned financial operations, including strategic budget planning, operating and capital budget administration, financial analysis, fiscal oversight, reporting, compliance, internal controls, and process improvement. The position supports effective financial management through forecasting, audit coordination, financial guidance, and operational oversight while supporting decision-making and responsible stewardship of institutional resources.ESSENTIAL FUNCTIONS:1. Provides support to the Chief Financial Officer in strategic leadership for the College''s business operations, including financial planning, resource allocation, budget development, revenue modeling, cost management, and stewardship of College's resources in support of the College''s strategic plan.2. Develops, implements, and administers the College''s operating and capital budgets, including budget preparation, forecasting, budget variance analysis, fiscal oversight, multi-year financial planning, and coordination and submission of the annual State Budget Report.3. Develops, implements, administers, and reviews financial policies, procedures, internal controls, and business processes that ensure compliance with federal, state, local, and College regulations while promoting operational efficiency and continuous improvement.4. Provides leadership in financial analysis and decision support by preparing complex financial models, budget-to-actual analyses, performance metrics, forecasts, and other analytical reports to assist executive leadership, the District Board of Trustees, auditors, and other stakeholders in strategic decision-making.5. Provides fiscal oversight of assigned funds and organizational budgets by monitoring departmental expenditures, evaluating budget performance, identifying financial risks and variances, recommending corrective actions, and ensuring alignment with College's priorities and fiscal sustainability.6. Supervises and provides leadership, direction, and support to assigned staff responsible for business operations functions.7. Advises executive leadership on financial, audit, tax, and regulatory matters affecting the College. Coordinates financial and programmatic audits, manages audit requests and findings, prepares responses, and implements corrective actions to ensure compliance and strengthen internal controls.8. Supervises the preparation and timely submission of all required federal, state, and local financial reports, including annual financial, capital outlay, debt service, grant, and cost analysis, ensuring compliance with applicable laws and reporting requirements.9. Manages the College''s invested funds and depository accounts and makes recommendations that support the College's financial stability.10. Represents the Budget Office in College committees, District Board of Trustees meetings and workshops, and state and national professional organizations by presenting financial information, supporting institutional planning and budgeting.11. Provides budget managers, project directors, and College leadership with financial reports, fiscal guidance, training, and technical assistance to support sound financial management and informed decision-making.12. Performs other duties as may be required or assigned. REQUIRED QUALIFICATIONS:1. Bachelor's degree from a regionally or nationally accredited institution.2. Five (5) years of experience in financial management, budgeting, accounting, business operations, or related areas, including experience in financial planning, analysis, forecasting, and fiscal oversight.3. Experience providing supervision and leadership to staff.DESIRED QUALIFICATIONS: 1. Experience in financial management at higher education or public entity. 2. Experience preparing financial management reports.KNOWLEDGE, SKILLS & ABILITIES:1. Knowledge of financial management principles, accounting practices, budgeting, forecasting, financial analysis, resource allocation, and strategic planning within a complex organization.2. Knowledge of operating and capital budget development, multi-year financial planning, revenue modeling, cost management, and fiscal oversight practices.3. Knowledge of federal, state, and local laws, regulations, Florida State Board of Education rules, and District Board of Trustees policies applicable to financial operations, procurement, contracts, and compliance.4. Knowledge of internal controls, audit processes, financial reporting requirements, and risk management practices.5. Ability to analyze complex financial information, identify trends and variances, develop forecasts, and provide recommendations to support executive decision-making.6. Ability to develop, interpret, and manage complex budgets and financial models, including operating budgets, capital budgets, and long-range financial plans.7. Ability to evaluate operational challenges, resolve complex problems, manage competing priorities, and lead projects that support institutional goals.8. Ability to effectively communicate and present complex financial information to executive leadership, the District Board of Trustees, employees, and other stakeholders.9. Excellent Microsoft Office 365 skills (Outlook, Word, Excel, PowerPoint) and the ability to become proficient in Teams/Zoom. 10. Demonstrated ability to successfully develop and manage relationships at all levels of the organization and the ability to influence a variety of stakeholders. 11. Strong verbal, written, active listening, interpersonal, and presentation skills with the ability to effectively articulate financial matters to the academic and business communities and to address college wide operational issues.12. Critical thinking skills, ability to deal with ambiguity, resolve complex problems, and effectively manage projects.13. Ability to provide supervision, interpersonal, conflict resolution, and team-building skills with the ability to develop and support professional staff.WORK ENVIRONMENT and SPECIAL CONSIDERATIONS:1. Works inside an office environment.2. Frequently travels between campuses and to off-site events to represent the college, including out-of-state events such as conferences, seminars, and workshops.3. Works flexible days and hours including evenings and weekends as needed.The College anticipates that the position incumbent must be available throughout the workday and, on some occasions, after regular work hours. Therefore, as a condition of employment, the incumbent is expected to be available by cell phone and is required to provide their current cell phone number to the Office of Human Resources and to their immediate supervisor.This description in no way states or implies that these are the only duties to be performed by the employee occupying this position.
