Reynolds is one of the largest community colleges in Virginia and serves Virginia's capital city and five nearby counties. Annually, our four campus sites serve approximately 13,000 credit students and provide training for 7,400 students through the Community College Workforce Alliance. Reporting directly to the Vice President of Finance and Administration, the Associate Vice President of Human Resources provides senior leadership for all aspects of the college's HR programs. These include talent acquisition and selection, organizational communication, talent management and succession planning, workforce analysis, compensation and benefits, rewards and recognition, diversity and inclusion, HR information management and systems, policies, and payroll. The AVP provides senior leadership in the transformation of the college's culture by creating, implementing, and assessing programs that improve the overall health of the organization, and serves as an advisor to the President in such matters.

We are seeking a leader who will build, mentor, and retain a strong, stable team of HR professionals - one grounded in clear ownership, accountability, and follow-through. The successful candidate will be a service-oriented leader who can staff and equip the department to meet the pace and complexity of a large, comprehensive community college.

Essential Functions:

Strategic Human Resources Leadership

  • Serves as the senior Human Resources leader for the college, providing strategic direction and oversight for all HR programs and services across the institution.
  • Provides trusted HR consultation and strategic guidance to the President, Executive Cabinet, and college leadership.
  • Directs and establishes policies and procedures for recommending personnel actions to the President.
  • Provides tactical, hands-on support as needed to ensure continuity of HR operations and services.

Human Resources Operations & Compliance

  • Develops expert knowledge of policies and practices established by the Virginia Department of Human Resources Management (DHRM), the Virginia Community College System (VCCS), and Reynolds Community College, ensuring compliance, operational excellence, and continuous improvement.
  • Administers and oversees the Human Resources Management Information System (HRIS/HCM) and college-wide compensation programs, partnering with system HR consultants on institutional and system-wide initiatives.
  • Serves as the official custodian of all employee personnel records and ensures the confidentiality, security, and appropriate access to records in accordance with federal and state laws.

Talent Acquisition & Workforce Planning

  • Directs the recruitment, selection, and placement of faculty and staff.
  • Oversees the issuance of employment contracts for administrative, professional, and instructional personnel.
  • Builds, develops, and retains a high-performing, service-oriented Human Resources team while fostering a culture of ownership, accountability, and continuous improvement.

Employee Experience, Learning & Organizational Development

  • Leads initiatives that promote a culture of excellence, collaboration, and student success through employee development, performance management, organizational communication, and employee relations.
  • Oversees the development and implementation of policies, procedures, programs, and strategies that provide employees with ongoing professional development opportunities, including leadership development, talent management, new employee onboarding, and compliance training.

Diversity, Equity, Inclusion & Belonging

  • Directs the planning, research, and development of programs that foster an inclusive and welcoming campus culture.
  • Collaborates with campus partners to develop and implement strategies that recruit, retain, engage, and support employees and students from diverse backgrounds.

Employee Relations, Compliance & Civil Rights

  • Serves as the College's Chief Human Resources Officer, Chief Diversity Officer, ADA Compliance Officer, and Title IX Officer, ensuring compliance with applicable federal, state, and system policies and regulations.
  • Oversees the implementation of the college's Equal Access/Equal Opportunity grievance procedures.
  • Directs investigations of discrimination and harassment complaints and provides findings and recommendations to the President.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications

  • Demonstrated success building, developing, and retaining high-performing, service-oriented HR teams, with a track record of instilling ownership and accountability in departmental leadership.
  • Experience handling and mitigating employee relations and workplace conflict.
  • Demonstrated knowledge of the principles and practices of strategic HR management.
  • Extensive knowledge of human resources-related federal and state employment laws and practices.
  • Demonstrated knowledge of federal and state employment, civil rights, and equal opportunity laws.
  • High level of initiative and sense of urgency to accomplish objectives.
  • Demonstrated ability to manage or lead projects and initiatives including deploying HR and change strategies.
  • Proven ability to work tactfully and sensitively with various campus and community groups.
  • Demonstrated ability to define, collect, sort, maintain, and prepare accurate reports as required by federal and state agencies, and college administration.
  • Demonstrated managerial, organizational, and problem-solving ability, including the ability to recruit, coach, and hold a team accountable to high standards of service and ownership.
  • Ability to work effectively with others in a vibrant, diverse community and meet the needs of diverse student and employee populations.
  • Highly effective interpersonal, oral, and written communication skills.
  • Proven ability to stay abreast of HR related emerging trends, laws and practices.

Additional Considerations

  • Experience with Virginia Department of HR Management (DHRM) policy administration, and Virginia Community College System (VCCS) policy administration highly preferred.
  • Title IX administration highly preferred.
  • Senior HR Professional certification, or equivalent, preferred.

Additional Information

Type of Appointment: Full-time twelve-month administrative appointment. Salary range is $129k - $139k plus a highly attractive benefits package, including medical/dental/vision healthcare insurance, Virginia defined benefit retirement (pension) and defined contribution retirement (403b) income plans. Salary commensurate with education and experience of the applicant.
