Kitsap County is seeking an experienced and dynamic Civil Deputy Prosecuting Attorney III to join the Prosecuting Attorney's Office. This role provides an exceptional opportunity to advance your legal career while playing a pivotal role in shaping and defending the county’s legal landscape.

The Civil Division advises and represents Kitsap County and its elected and appointed officers in general civil law matters including constitutional law, municipal contracting and procurement, torts, public records and open public meetings, civil procedure, administrative appeals and trial practice, land use, labor law, election laws, real property, and general litigation.

The ideal candidate will bring a high level of expertise in civil matters and will be a self-starter with a collaborative spirit and a passion for public service. They will have excellent written and oral communication skills and be able to present complex legal analysis clearly and concisely. Strong interpersonal skills to work collaboratively with county officials, colleagues, and external agencies is highly encouraged.

As a Civil Deputy Prosecuting Attorney III, you will:

  • Provide advice and trainings to County departments and offices on the compliance and implementation of new laws, policies, and codes.
  • Advise County departments and offices and develop strategies in response to issues raised by the public or County leadership over County operations.
  • Review and draft contracts, advise clients concerning public contracting and procurement laws, interlocal agreements, and specific knowledge of terms and conditions in proposed contracts.
  • Respond to state legislation and advise County departments and offices of new or proposed legal requirements.
  • Provide regular counseling and strategic advice to County departments and offices, both orally and in writing, on various facets of municipal law.
  • Assist County departments and offices in policy and code development, including drafting code amendments, resolutions, and ordinances for adoption by the Kitsap County Board of Commissioners.
  • Represent the County in contested matters before administrative and judicial bodies.

Position-Specific Experience That is Desirable, But Not Required:

  • Experience handling municipal real estate transactions as buyer and as seller and advising on all aspects of municipal real property ownership and management.
  • Experience in advising public clients regarding state and federal grant requirements and associated contracting laws.
  • Experience in general municipal law, including elections and financial reporting.
  • Experience in advising clients who provide individual and community health and welfare services.
  • Experience advising roads division of public works department in all aspects of public work projects, including construction law, competitive procurement, prevailing wages, performance and payment bonds, retainage, and bidding disputes.
Note: This position may be underfilled as a Deputy Prosecuting Attorney II, depending on qualifications. 

What you bring:

Professional Credentials/Licensing:

  • Juris Doctor (JD) from an accredited law school
  • Membership in the Washington State Bar Association
  • Admission to practice before the State Courts

Professional Experience: 

  • Attorney 2: 1 year of experience practicing general civil litigation.  
  • Attorney 3: 5 years of experience practicing general civil litigation.  

Additional Preferred Qualifications:

  • Previous experience in civil or criminal law, or other specialty legal fields.
  • Prior work in a public law office, with a focus on government or civil litigation.
  • PhD or Doctoral degree 
  • Strong academic background with an emphasis on municipal and civil law.
  • Proven experience leading teams or supervising junior legal staff is highly desirable.
