Help
General Law: As General Counsel, is responsible for the following functions: Furnishes legal advice and services on all matters arising from, or pertaining to, activities of the state National Guard and state militia. Exercises oversight over the day-to-day legal operations within the state National Guard and state militia. Serves as the state National Guard claims officer. Provides staff oversight and legal advice on all non-contractual claims arising from operations of the state National Guard. Furnishes legal advice regarding the application of restrictions and limitations contained in authorization and appropriation acts, and related legislation as they affect the state NG. Furnishes legal advice and assistance on all legal matters involving the acquisition, management, or disposal of real estate interests within the state NG. Provides staff oversight and legal advice on all litigation matters affecting the state National Guard, and provides liaison with DoD, services, and NGB. Oversees and administers the state NG military justice program.
LABOR AND EMPLOYMENT COUNSEL DUTIES: Provides legal advice and assistance to state NG on the full spectrum of civilian personnel management and administration including difficult issues involving staffing, recruitment, assignment, performance management, pay and allowances, training, promotion, discipline, appeals and dispute resolution.
TRIAL ATTORNEY DUTIES: Acts as trial attorney for employment related administrative hearings, investigations, and litigation for state NG. Appears before investigators, examiners, and Administrative law judges, representing state NG at the Merit Systems Protection Board (MSPB) and the Equal Employment Opportunity commission (EEOC), Federal Labor Relations Authority (FLRA).
COUNSEL FOR CONTRACT AND FISCAL LAW DUTIES: Incumbent serves as state NG contract and fiscal law counsel. In this role the incumbent provides expert, authoritative legal advice to the state NG on all aspects of contract and fiscal law.
OTHER LEGAL DUTIES: Provides oversight of a broad scope of responsibilities in the areas of general law. Incumbent renders professional advice and legal opinions on (1) security, intelligence, proper use memorandum, CYBER; (2) guidance for state NG participation in community and National Security Significant Events (NSSE) and the activities of private associations; (3) inter-service support agreements; (4) official Investigations by Federal agencies; and, (5) domestic operations law counsel including defense support of civil authorities.

Military Grades: O-5

Must have experience in each of the following:
36 months work experience as a professional Attorney.
Experience collecting and analyzing data effectively, efficiently, and accurately.
Experience or knowledge of military and civilian laws, directives, regulations, policies, and procedures.
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communications & write English in reports and presentation formats.
Experience in interpersonal communications, empathy, and effective listening.
Experience in communicating -orally and in writing- clearly and effectively.
Experience organizing thoughts, research materials, and manage case projects; and skilled in comprehending and interpreting directives and laws.
Knowledgeable of the Army National Guard and Air National Guard mission requirements.
Competent in providing legal interpretation and guidance to managers and senior leaders on United States Code Title 32 § 709, National Guard Program.
Able to recognize and identify complex constitutional, state-federal, and military-civilian jurisdictional issues frequently associated with the organization and administration of the Title 32 National Guard, and articulate them in the appropriate forum or context.
Competent in providing legal interpretation and guidance to managers and senior leaders on 10 United States Code, and the state equivalent to the federal Uniform Code of Military Justice.
Experienced in researching and providing legal advice in all functional areas of Administrative, Labor, Medical and Physical Disability, and Ethics Law.
Experienced in developing and providing solutions to conflicting or contradictory DoD regulations, directives, and policies, and other NGB or state legal guidance.
Experienced in preparing memoranda of reports that outlined and analyzed the factual and legal issues and have experiences involved preparing legal documents or advisory opinions, participated in contract negations, and examined documents for legal sufficiency.
Education
You must meet the following Education requirement to qualify for this position: Bachelor of Laws or Juris Doctor degree in law issued by an ABA- accredited law school; and must be admitted to practice law in Colorado.

ORGANIZATION
The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.
Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces. It also allows the Army to expand rapidly in time of war. The industrial base provides world-class equipment and logistics for the Army. Army installations provide the power-projection platforms required to deploy land forces promptly to support combatant commanders. Once those forces are deployed, the institutional Army provides the logistics needed to support them.
Without the institutional Army, the operational Army cannot function. Without the operational Army, the institutional Army has no purpose.
