Reports To: Kaiva Program Manager

Location: On-site, multiple locations- must live within driving distance of specific worksite
location (Kansas City, Denver, D.C., Atlanta, Seattle)

Schedule: Monday - Friday

Hours: Full-time, 40-hours/week

Position Summary
The Attorney – OCR Case Processing Support provides direct support to the Office for Civil Rights by reviewing, analyzing, and processing civil rights complaints in accordance with Article I of the OCR Case Processing Manual (CPM). This position conducts legal and procedural evaluations related to jurisdiction, timeliness, complaint sufficiency, and case disposition in support of high-volume OCR case processing operations. The role is responsible for drafting legally sound work products, including evaluation memoranda, dismissal and notification letters, and related case documentation, while ensuring adherence to federal civil rights authorities, OCR policies and procedures, and applicable federal information security requirements.


Essential Duties and Responsibilities
• Review and assess incoming complaints submitted to the Office for Civil Rights to determine
eligibility for processing under established OCR procedures and the OCR Case Processing Manual
(CPM).
• Conduct legal and jurisdictional analyses under applicable federal civil rights authorities,
including Title VI, Title IX, Section 504, the ADA, and the Age Discrimination Act.
• Evaluate complaint sufficiency, timeliness, waiver considerations, factual support, and legal
merit in accordance with OCR standards and procedures.
• Recommend and support appropriate OCR case dispositions, including dismissal, referral, rapid
resolution, or initiation of investigative activity.
• Maintain accurate, complete, and well-organized case files and supporting documentation
consistent with OCR requirements and federal recordkeeping standards.
• Utilize OCR Case Management System (CMS) and Document Management (DM) platforms to
document, track, and manage case activity throughout the evaluation process.
• Coordinate with complainants and other relevant parties to obtain clarifications, supporting
documentation, and additional information necessary for OCR case evaluation.
• Support rapid resolution efforts and other evaluation-stage activities in accordance with OCR
policies, timelines, and operational procedures.
• Ensure compliance with applicable federal privacy, records management, accessibility, and
information security requirements, including the Privacy Act, FOIA, FERPA, and Section 508.
• Support OCR quality assurance initiatives by ensuring written work products meet standards for
legal sufficiency, technical accuracy, consistency, clarity, and timeliness.
• Manage multiple concurrent assignments and deadlines within a high-volume OCR case
processing environment.
• Perform additional duties and responsibilities as assigned in support of OCR operations and
mission requirements.


Knowledge and Critical Skills
• Strong legal analytical and problem-solving skills.
• Knowledge of federal civil rights statutes and regulatory frameworks.
• Excellent legal writing, research, and technical documentation capabilities.
• Ability to manage high-volume caseloads with competing priorities and strict timelines.
• Work effectively within structured workflows and standardized procedures.
• Effective written and verbal communication skills.
• Ability to maintain confidentiality and appropriately handle sensitive information.
• Proficiency with Microsoft Office applications and electronic case/document
management systems.


Education & Work Experience
• Juris Doctor (J.D.) from an accredited law school.
• Active bar membership in any U.S. jurisdiction.
• Minimum of 4+ years of relevant legal experience.
• Experience with civil rights law, administrative law, investigations, compliance review, or
regulatory processes preferred.
• Prior experience supporting federal civil rights enforcement activities or education related legal matters preferred.


Certifications, Licenses
• Active bar membership required.

Special Requirements
• Ability to obtain and maintain Public Trust level clearance.


Work Environment
Employee will be working indoors in an office environment with other people. Potential moderate
temperature fluctuations. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust. Exposure to video display terminals occurs on a regular basis.

Physical Demands
To successfully perform the essential functions of the job, the employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear; see to read printed materials and computer screens; mobility to work in a typical office setting. Ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and may be required to provide recommendations, summaries and/or reports in written format. Must be able to effectively communicate with others verbally and in writing. Employee must be able to lift and/or move moderate amounts of weight, typically up to 20 pounds. Regular and predictable attendance is essential.
