GENERAL DESCRIPTION:
The Wyoming Office of Consumer Advocate (OCA) is an independent office within the Wyoming Public Service Commission (Commission). It advocates for the interests of utility ratepayers and citizens in proceedings involving public utilities in accordance with Wyo. Stat. § 37-2-401 et seq. In this position, you will fill one of two attorney roles for the office, serving as counsel to the OCA, providing legal representation in administrative, judicial, and legislative proceedings. The position is highly collaborative; you will work closely with economists, engineers, consultants, and other attorneys, building your teamwork and analytical skills. Responsibilities include ensuring compliance with federal, state, and administrative law, managing contested case proceedings, preparing and presenting OCA witnesses, cross-examining opposing witnesses, drafting and filing legal pleadings, and presenting oral arguments. You will also engage in settlement negotiations and advise on legislative and rulemaking matters affecting utility regulation. Eligible employees may also qualify for Public Service Loan Forgiveness (PSLF).
