Science | Service | Sustainability

This position will serve as the Section Manager for the Audit Calibration and Technical Support (ACTS) section within the Division of Air Quality Analysis (DAQA). DAQA operates a state-wide ambient air monitoring network. This monitoring is used to determine compliance with the National Ambient Air Quality Standards (NAAQS). The ACTS section is responsible for calibration, maintenance, and quality control checks for all instruments and sites in the monitoring network. The ACTS section manager oversees and manages the daily operations of all staff in the section. The section manager also ensures the section follows all EPA requirements to confirm that legally defensible and technically sound data is produced for the state of South Carolina.

Job Duties:

  • Manages and supervises day-to-day activities of section staff. Ensures supplies, service contracts, and equipment certifications and needs are kept up to date to ensure continuity of service and data completeness. Ensures Regional Field staff are trained annually or more frequently as required. Continually looks at process improvement and efficiencies within the Audit, Calibration and Technical Support section. Ensures all required documentation is maintained and updated within the required timeframes. Ensures equipment is repaired promptly and maintained in good working condition, including spare equipment. Maintains current and accurate inventory database with new equipment and updates the equipment location as it is moved.
  • Provides professional and technical advice to agency management, public and private officials, consultants, and industries on matter relating to ambient air monitor maintenance, operation and quality assurance requirements. Specifically provides information to management regarding resources required and training needed to meet section workload. Writes and reviews reports pertaining to ambient air monitor operation and quality assurance activities.
  • Develops, reviews and implements Standard Operating Procedures (SOPs) for ambient air analyzers and related equipment. Ensures SOPs are created and approved within EPA timeframes. Ensures SOPs are reviewed and updated annually or more frequently as required. Collects and evaluates data from ambient air analyzers relevant to audit, calibration and technical support functions to assess efficiency of monitors and adherence to regulated operating procedures. Ensures all required documentation is maintained and updated within required timeframes.
  • Researches current developments in instrumentation and analytical techniques as related to ambient air monitoring.
  • Completes Employee Performance Management System in accordance with Agency guidelines. Promotes implementation of SCDES Strategic Plan. Completes all necessary administrative tasks (PCAS, SCEIS related functions, etc.) and documentation as required and requested.
  • Performs other duties as requested and required.

Minimum and Additional Requirements

Minimum Requirements

A bachelors degree and relevant program experience.

Additional Requirements:

  • Excellent technical skills reflective of working knowledge of ambient air monitoring systems and field work.
  • Experience operating, calibrating and troubleshooting ambient monitoring equipment.
  • Ability to successfully complete objectives in a timely and professional manner.
  • Excellent writing and verbal communication skills.
  • Ability to utilize Office 365 applications.
  • Experience with QAPPS, SOPs and field QA/QC practices.
  • Must be able to exercise considerable judgment in daily implementation of assigned duties.
  • Work effectively in a team-oriented environment and encourage positive working relationships with coworkers, industry, and government officials.
  • Ability to lift 50 pounds.
  • Attend periodic staff meetings and trainings.
  • Must be available to work 37.5 hours/week; weekends and emergencies as required.
  • Must have a valid drivers license, 10-year driving record that complies with State and Agency Fleet guidelines, and the ability to drive a state vehicle.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Preferred Qualifications

  • A master's degree in the natural or physical sciences, public health or related technical field and six (6) years of environmental experience; or a bachelors degree in the natural or physical sciences, public health or related technical field and (7) years of environmental experience.
  • Extensive experience working with data management systems such as AirVision.
  • Experience working with SCEIS, SharePoint and Adobe.
  • Strong knowledge of EPA ambient monitoring requirements.
  • Experience with inventory management and procurement.
